On the morning of August 16, Prime Minister Pham Minh Chinh chaired a national conference to review the implementation of social housing development targets in the first 7 months of 2025 and the plan to implement tasks in the remaining months of 2025 to achieve the goal of building 100,000 social housing apartments this year; adjust and assign social housing development targets in 2025 and the following years.
The conference was held directly at the Government Headquarters, online with 34 provinces and cities. Attending the conference were: Deputy Prime Minister Tran Hong Ha; ministers, leaders of ministries, branches, central agencies; leaders of provinces and cities.
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the preparation work and welcomed the enthusiastic, frank and practical opinions of the delegates attending the conference.
The Prime Minister assigned the Government Office to synthesize, fully absorb opinions, and issue a notice of the conference's conclusions in the spirit of high determination, great effort, drastic action, and "6 clear" assignments: clear people, clear work, clear time, clear responsibility, clear products, and clear authority.
The Prime Minister emphasized that it is necessary to learn from experience while doing, gradually expand and improve quality; build good models and good practices to replicate; criticize places that do not do well or are ineffective; handle violations and profiteering; focus on doing a good job of information, propaganda, commendation, rewards, creating motivation and inspiration for social housing development in accordance with Directive 34 of the Secretariat.

Developing social housing into a socio-economic development target
The Prime Minister affirmed the humane and urgent significance of the Program to build 1 million social housing units by 2030.
Firstly , implementing the humane policies of our Party and State on ensuring progress, fairness, and social security, "leaving no one behind", not sacrificing progress, fairness, and social security to pursue purely economic growth, with the viewpoint of taking people as the center, the subject, all policies are directed towards people; investing in social housing is investing in rapid and sustainable development.
Second, ensure human rights, the right to housing, and equal access to housing for people according to the Constitution and laws, especially for the poor, low-income people, the disadvantaged, and the disadvantaged.
Third, it demonstrates the culture, traditions, and good morality of the nation, national love, compatriotism, noble humanity, "helping each other", the care and sharing of the community; the viewpoint of "settling down and making a living".
Fourth, it is a driving force for development, contributing to promoting growth, creating jobs and livelihoods for people, and effectively using resources of land, natural resources, minerals, and human resources.
Fifth, demonstrating the responsibility of the Party Committee and the government to the people when facing difficulties; requiring the participation of the entire political system, the people and businesses. Our Party and State have no other goal than to bring independence and freedom to the country and to care for and improve the material and spiritual life of the people to become increasingly happy and prosperous.
"This is a political determination, an important task of the Party and the entire political system, demonstrating the characteristics and good nature of our regime, and is one of the key tasks given top priority in the country's socio-economic development," the Prime Minister emphasized and stated that including the social housing development target in the socio-economic development targets of ministries, branches and localities is a difficult target, but no matter how difficult it is, it must be done.

692 projects have been implemented with more than 630,000 houses
The Prime Minister assessed that since the National Conference on removing difficulties and obstacles and promoting the development of social housing in March 2025, ministries, branches and localities, especially the Ministry of Construction, have resolutely taken action.
Firstly, actively perfecting institutions, researching and developing so that the Government can submit to the National Assembly Resolution No. 201/2025/QH15 to pilot a number of specific mechanisms and policies for social housing development and Decree No. 192/2025/ND-CP detailing and implementing measures for Resolution No. 201/2025/QH15.
Second , hold conferences and documents to guide and urge localities to implement with the spirit of resolving problems wherever they arise, and whoever has the authority must handle them. The Government has issued 22 resolutions; the Prime Minister has issued 12 directives, decisions, and telegrams... on social housing.
Since the beginning of 2025, the Prime Minister has assigned social housing development targets to the Ministry of National Defense, the Ministry of Public Security, the Vietnam General Confederation of Labor and localities. The Prime Minister has also chaired two national conferences to implement the removal of difficulties and obstacles, and promote the development of social housing.
Third , the Minister of Construction has issued a telegram to the Chairmen of the People's Committees of provinces and centrally-run cities to urge the implementation of investment in the construction of social housing.
Fourth , organize 29 working groups to inspect and urge the completion of social housing development targets in 28 localities, promptly remove difficulties and obstacles in implementing social housing development in accordance with the conclusions of the Politburo, the Secretariat's directives, the National Assembly's resolutions, and the directions of the Government and the Prime Minister.
Fifth, localities have initially paid attention to and promoted the development of social housing, and some localities have promptly issued documents directing its deployment and implementation.

The Prime Minister said that the implementation of the project to invest in building 1 million social housing units has recently achieved remarkable results.
According to the report of the Ministry of Construction, nationwide there are 692 social housing projects implemented with a scale of 633,559 units, including: 146 completed projects with a scale of 103,717 units; 144 projects have started construction and are being implemented with a scale of 127,261 units; 402 projects have been approved for investment policy with a scale of 402,581 units.
The number of completed, started, and approved investment projects by 2025 reached 59.6% of the target set in the Project (total construction investment is about 1,062,200 units).
In the first 7 months of 2025, 36,962/100,275 units were completed (reaching 37%). It is expected that by the end of 2025, an additional 36,700 units will be completed (total 73,671/100,275 units, reaching 73%), while the target is to complete at least 63,000 units.
The Prime Minister affirmed that these are remarkable and commendable results; highly appreciated the efforts and results of ministries, branches and localities. However, the demand for social housing in localities is very large, especially in large cities such as Hanoi, Ho Chi Minh City, Hai Phong, Bac Ninh, Dong Nai, Lam Dong, etc.
However, the implementation of the program still has many limitations, difficulties and obstacles: The implementation results in many localities are still slow; the disbursement of preferential credit capital of 120,000 billion VND for social housing is still slow and difficult; enterprises investing in social housing still have difficulties in accessing land, construction investment procedures, bidding, credit, preferential policies...

No change in target of 100,000 houses by year-end
The Prime Minister stated that from now until the end of the year, there is still much work to be done to complete the goals set out in the Project; emphasizing that the goal of completing at least 100,000 social housing units from now until the end of 2025 remains unchanged; the social housing development target for 2025 assigned to localities by the Prime Minister at the beginning of the year remains unchanged.
The Prime Minister requested ministries, branches and localities to continue to lead and direct a number of key tasks - "things that need to be done immediately".
Accordingly, identifying the task of developing social housing as an important political task of the entire political system. Ministries, branches and localities must focus highly, specifically and closely on each project, and have the highest political determination to complete the social housing targets assigned by the Government in 2025; adding the assigned social housing development target is one of the contents, tasks and targets in the Resolution of the Party Congress for the term 2025 - 2030.
Along with that, focus on reviewing and making statistics on cadres, civil servants, public employees, and workers who have difficulty with accommodation and travel due to the impact of the organizational restructuring process. Focus on reviewing policies related to accessing capital, purchasing and building social housing, cutting out cumbersome administrative procedures, ensuring the most convenience for people, businesses and related entities in accessing social housing. Focus on inspection and supervision, absolutely not allowing corruption, negativity, waste, and policy profiteering when the social housing policy is open.
The Prime Minister requested ministries, branches and localities to proactively resolve difficulties and problems within their authority. If they exceed their authority, they must report to competent authorities; the spirit is that whatever is beneficial to the people and the country, then just do it, whatever is harmful to the people and the country, then avoid it; work within the framework of the Constitution, laws and Party regulations but be extremely creative, innovative in thinking, ensuring 3 yeses and 2 noes: "3 yeses" are beneficial to the country, beneficial to the people, beneficial to businesses, "2 noes" are no personal motives, corruption, negativity and no loss or waste of assets.
For ministries and branches, the Prime Minister directed the Ministry of Construction to preside over and coordinate with relevant ministries and branches to grasp the situation and promptly guide the implementation of the conclusions of the Politburo, Directive 34 of the Secretariat, Resolution No. 201 of the National Assembly, and Decree No. 192 of the Government.
Preside over and coordinate with the Ministry of Finance to research, develop and submit to the Government a draft Decree on the national housing fund, to be completed before August 20, 2025.
Continue to preside over, assist the Government in monitoring, urging, inspecting, and guiding localities and enterprises to promote the implementation of investment in social housing construction to ensure the targets assigned by the Prime Minister. Every month, count the results achieved by localities and units, synthesize and report to the Prime Minister for consideration and direction.

The Ministry of Construction presides over and coordinates with VNPT to develop measurement indexes and evaluate results monthly, quarterly, and annually, based on data, linked to the responsibility of the head according to Directive 34 of the Secretariat. The Ministry of Home Affairs coordinates the use of this index in evaluating cadres.
The Ministry of National Defense and the Ministry of Public Security, based on Resolution 201, Decree 192 and assigned authority, direct specialized agencies and affiliated units to coordinate with provincial People's Committees to implement investment projects to build houses for armed forces under their management; start construction of social housing according to targets assigned by the Prime Minister.
The Vietnam General Confederation of Labor, based on the provisions of Resolution 201 and detailed regulations, directs specialized agencies and affiliated units to deploy investment in building social housing for union members to rent; start construction of social housing according to the targets assigned by the Prime Minister.
The State Bank of Vietnam continues to coordinate with relevant ministries and branches to vigorously promote the disbursement of the VND 120 trillion credit program for loans for social housing, workers' housing, and housing for the armed forces. Arrange preferential credit packages for groups of officials, civil servants, and public employees affected by the process of organizational and apparatus rearrangement and young people to buy, hire-purchase, and rent houses. Diversify credit packages, reduce costs, and apply digital technology to continue to lower lending rates, share with those in difficulty with housing, and ensure the harmony of interests between the people, banks, and the state.
The Government Office has completed the Official Dispatch on focusing on directing and determining to complete the social housing development target in 2025 and the following years up to 2030, and submitted it to the Prime Minister for promulgation.

Raising income threshold to buy social housing
For localities, the Prime Minister suggested coordinating with relevant ministries, agencies and localities to boost supply, replicate good models and good practices; based on regulations and instructions from competent authorities to provide timely, flexible and effective guidance to both housing builders and developers and buyers, renters and lessees of social housing.
The Prime Minister requested to urgently complete the steering committee for social housing development at the local level, headed by the secretary or chairman of the People's Committee, responsible to the Government and the Prime Minister for the results of social housing development in the locality.
The Prime Minister also requested localities to focus on directing and urging investors to deploy investment in the construction of social housing projects, striving to complete and exceed the assigned targets in the Decision adjusting the assignment of targets for completing social housing in 2025 and the following years until 2030.
For completed projects (36,962 apartments), investors are required to urgently ensure the restoration of the environment, creating a clean and green environment; implement procedures, widely publicize on mass media to proceed with sales to the people.
As for projects under construction (127,261 apartments), the Prime Minister requested that for projects in the completion stage (about 37,000 apartments), it is necessary to urge investors to focus resources, construct according to the committed schedule, and complete in 2025.
For the remaining projects and projects that have just started construction in 2025 (about 90,200 apartments), prioritize the implementation of administrative procedures, grasp and immediately resolve difficulties and problems..., create all conditions for investors to implement the project; require investors to focus resources, construct with the spirit of "3 shifts, 4 teams", "overcome the sun, overcome the rain", complete at least 26,000 apartments in 2025 and create the basis for completing the targets in the following years.
For localities where no social housing projects have been started, urgently direct departments and branches to assign investors, carry out land procedures, hand over clean land, grant construction permits, etc. to social housing project investors to start construction and investment, immediately in 2025.

The Prime Minister requested localities to urge investors of commercial housing projects to carry out investment procedures to build social housing on 20% of the project's land fund according to the provisions of the 2023 Housing Law to start construction in 2025.
At the same time, immediately implement the regulations in Resolution No. 201 to pilot a number of specific policies for social housing development; immediately implement the reduction and reform of administrative procedures according to the provisions of Resolution No. 201 and Decree No. 192; do not issue regulations that create conditions and criteria for assigning investors, create administrative procedures that cause trouble for businesses and people; administrative procedures for social housing projects must be carried out according to the "green channel", "priority channel"; immediately handle the difficulties and problems that have been resolved in Resolution 201 such as: selecting investors; bidding, construction investment procedures; determining selling prices, rental prices, etc.
Localities urgently review planning and allocate land funds for social housing construction in suitable and convenient locations, with reasonable scale, ensuring adequate technical and social infrastructure. Synchronously develop infrastructure systems such as electricity, water, transportation, culture, education, health, sports, etc. to meet people's needs as well as effectively use public investment capital, contributing to promoting growth.
During the implementation process, if any difficulties or problems arise, the Prime Minister requested that localities promptly report to the Ministry of Construction and relevant ministries and branches for resolution within their authority; the Ministry of Construction shall study and issue a handbook on this content.
The Prime Minister basically agreed with the proposals and recommendations, including the proposal of the Ministry of Construction on raising the income threshold for purchasing social housing in a more appropriate direction, and assigned the Ministry of Construction to propose amendments in a shortened order to Decree No. 100/2024/ND-CP of the Government detailing a number of articles of the Housing Law on the development and management of social housing.
