Also attending the event were Party Central Committee members: Minister of Ethnic Minorities and Religions Dao Ngoc Dung; Deputy Minister of National Defense , Chief of the General Staff of the Vietnam People's Army, General Nguyen Tan Cuong; leaders of central ministries, departments, branches and Da Nang city.
Pursuant to the Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo , Da Nang city has deployed the development of a plan for 6 inter-level boarding and semi-boarding schools in the city's mainland border communes, including Tay Giang primary and secondary boarding and semi-boarding schools.

Tay Giang commune (formerly part of Tay Giang district, Quang Nam province), Da Nang city after the administrative unit arrangement has a natural area of over 400 km2, including 23 villages and hamlets; the commune has a population of over 9,000 people. As a mountainous commune, high mountain border, Tay Giang is a particularly difficult commune, 96.7% of which are Co Tu ethnic people, the poverty rate is over 46%. People live scattered, the whole commune has over 2,500 students, currently the whole commune has 9 kindergartens, primary schools and secondary schools, 30 separate schools.

Tay Giang Primary and Secondary Boarding School is built on a total planned area of over 7 hectares, with a total cost of over 262 billion VND. The school includes the following items: Classrooms, student and teacher dormitories, kitchen, library, multi-purpose hall, cultural house, mini football field, operation house, etc.

The relevant entities of Da Nang city commit to organizing and implementing the project with the highest sense of responsibility, ensuring quality, progress and efficiency as set out in the objectives.
Moved by the joy, excitement and warm, sincere and simple feelings of the students and people of Tay Giang for the working delegation, speaking at the event, Prime Minister Pham Minh Chinh said that our Party and State identify education and training as the top national policy; focusing on investing in improving people's knowledge, training human resources, nurturing talents, and developing the education and training system from preschool to university.

The Party and State also advocate promoting rapid but sustainable development; economic development must go hand in hand with ensuring social security, implementing multi-layered social security, ensuring national security and defense, paying attention to the development of ethnic minority areas, especially border areas, ensuring that all people have equal access to education, training, health care, culture, etc.; not sacrificing progress, fairness, social security and advancement to pursue mere growth, not leaving anyone behind in the development process.

According to the Prime Minister, recently, along with other important "pillar" resolutions, the Politburo issued Resolutions 71 and 72 on the development of education, training and health care, contributing to ensuring fairness, progress, social security and equal development among regions. In particular, the Politburo decided on the policy of building inter-level primary and secondary boarding schools in 248 land border communes.

Appreciating Da Nang city for immediately implementing the Politburo's Conclusion, building 6 schools in border communes in 2025, with a total budget of more than 1,500 billion VND, of which, Tay Giang boarding school, primary and secondary school alone has a budget of more than 262 billion VND, saving nearly 10% of the budget compared to the plan, Prime Minister Pham Minh Chinh requested Da Nang city to complete the construction of Tay Giang School before June 2026 and complete the construction of all 6 schools in the border area in 2026.

Welcoming Tay Giang commune, especially the people who supported and completed the site clearance to build Tay Giang boarding school, primary and secondary school, the Prime Minister requested Da Nang to study and implement phase 2 of school construction to better serve the teaching and learning of teachers and students; if anything is missing or needed, the agencies should report to the City People's Committee, if it is beyond the city's authority, they should report to the Government and the Prime Minister.
The Prime Minister requested the military to continue to promote its tradition, perform well its role as a "fighting army, a production army, a working army" and organizations, businesses and individuals to join hands and contribute to building schools in the land border communes, with the motto "those who have merit should help merit, those who have property should help property, those who have little should help little, those who have much should help much", promoting "national love and compatriotism". Thereby, creating conditions for students in these areas to grow up, realize their dreams and aspirations and contribute to building their homeland and country.
Noting the viewpoint of "doing each job properly, finishing each job", Prime Minister Pham Minh Chinh directed to build standard, solid, civilized, and modern schools; students must not only study culture but also learn foreign languages, information technology, participate in cultural, artistic, physical education, and sports activities, especially promoting national cultural identity so that students can develop comprehensively in "morality, intelligence, physical fitness, and aesthetics".

With the motto "first learn manners, then learn knowledge", the Prime Minister requested teachers of Tay Giang primary and secondary boarding schools to continue to show love to students; cultivate knowledge, continue to innovate teaching and learning activities according to the policies of the Party and State, closely follow the practical situation, improve the quality of teaching and learning so that the school can achieve more achievements in education and training worthy of the care of the Party, State and the whole society.
Emphasizing that this is a project of great humanitarian significance, Prime Minister Pham Minh Chinh requested construction contractors to carry out the project with full responsibility, avoiding loss and waste, which would hurt the sentiments of the Party and State towards our people, especially ethnic minorities, mountainous and border areas.

The Prime Minister believes that the Party Committee, the government, socio-political organizations and the people of Tay Giang commune will continue to join hands, unite, and join hands to build Tay Giang to develop more and more comprehensively, quickly and sustainably; effectively implement national target programs; harmoniously develop the economy and society and ensure social security; maintain security, national defense, social order and safety; preserve and promote national cultural identity.
At the ceremony, Prime Minister Pham Minh Chinh presented 100 meaningful gifts to students of Tay Giang Primary and Secondary Boarding School to encourage them to be good and study well; and presented gifts to 10 families who have made many contributions to the implementation of the school construction project.
On behalf of the Ministry of National Defense, General Nguyen Tan Cuong presented 100 gifts to the school’s students and 10 families in Tay Giang commune. Ministries, branches and businesses also presented meaningful gifts and pledged to support the construction of Tay Giang boarding schools, primary and secondary schools./.
