According to the decision, the National Civil Defense Steering Committee (Steering Committee) is an inter-sectoral coordination organization, with the function of advising the Government and the Prime Minister in organizing, directing and operating civil defense activities nationwide. In addition, the Committee directly directs the Civil Defense Command Committees of central ministries and branches and the provincial Civil Defense Command Committees.
The Steering Committee advises the Prime Minister in developing and implementing policies, laws, strategies, projects, plans and directive documents on civil defense activities, response to natural disasters, and search and rescue.

The Steering Committee is responsible for directing and coordinating ministries, ministerial-level agencies, government agencies, relevant agencies and organizations, and localities in carrying out civil defense activities; promulgating and abolishing civil defense levels; coordinating specialized and part-time civil defense forces to ensure prevention, response, and overcoming of consequences of incidents and disasters nationwide; being ready to participate in international activities on humanitarian assistance and disaster relief...
Prime Minister Pham Minh Chinh is the Head of the Steering Committee. The Deputy Heads include: Deputy Prime Minister Tran Hong Ha (Standing Deputy Head); Minister of National Defense - General Phan Van Giang; Minister of Public Security - General Luong Tam Quang; Acting Minister of Agriculture and Environment Tran Duc Thang; Minister of Health Dao Hong Lan. The Steering Committee members include leaders of a number of ministries and branches.
Prime Minister Pham Minh Chinh also signed a decision to promulgate the operating regulations of the Steering Committee.
Accordingly, the Head, Deputy Heads and members of the Steering Committee work part-time.
The Steering Committee operates under a regime that emphasizes the personal responsibility of the head. The Head of the Committee is the final decision maker on matters of the Steering Committee; the Deputy Head is authorized to decide on a number of specific matters as assigned and authorized by the Head of the Committee; the members of the Steering Committee are responsible for implementing assigned tasks and proactively directing competent agencies to implement tasks in the assigned sectors and fields of state management to implement programs, tasks, and projects on civil defense.
The Ministry of National Defense is the standing agency of the Steering Committee.
The regulations stipulate that the agency in charge of advising and assisting the Civil Defense Command at the ministerial level regularly monitors the situation of incidents and disasters in the management field, promptly reports to the Civil Defense Command and members of the Steering Committee of the ministry or branch.
When an incident causes serious damage , the presiding agency shall advise and assist the Civil Defense Command in each field in comprehensively managing the incident situation, reporting to the Civil Defense Command on related matters and proposing measures to respond to and overcome the incident.
The Central Civil Defense Command of ministries and branches advises and assists the Minister and Head of the branch in directing response and handling of incidents within the scope and field of state management of their ministries and branches.
Based on the incident situation, the Minister and Head of the sector will organize a working group to conduct a site inspection, or propose to the Steering Committee to organize a working group and assign members to conduct a site inspection.

When a disaster occurs , the Minister and Head of a Central Sector, within the scope and field of state management of their ministry or sector, shall monitor the situation and effectiveness of the measures implemented to advise the Steering Committee on further measures.
The Minister of National Defense and the Minister of Public Security command the Army, Police, militia, civil defense forces, and forces participating in protecting security and order at the grassroots level to participate in responding to and overcoming the consequences of disasters, and ensuring security and order in areas affected by disasters.
The Steering Committee established a working group and assigned members to inspect and monitor the response and recovery situation of the disaster; periodically held meetings to assess the situation and deploy additional measures if necessary.
Ministers and Heads of Central Sectors, within the scope and field of state management of their ministries and sectors, shall preside over and advise and propose to the Steering Committee to organize the calling for, receiving and deploying international emergency support in emergency situations according to the provisions of law; coordinate with relevant ministries and sectors to guide, urge and inspect the deployment of supported resources for localities according to regulations.
