The delegation of National Assembly deputies (NADs) of Can Tho city informed about the content of the 10th session of the 15th National Assembly and the operation of two-level local governments in the area.
According to the report of the National Assembly Delegation of Can Tho City, the central and city authorities have paid attention to directing strongly, issuing many guiding documents; information on the policy of arranging administrative units and the 2-level government model has been widely disseminated, creating consensus in the political system and the people.
Localities have been proactive, serious in implementing and ensuring progress; initially achieving positive results. Commune and ward government operations have gradually stabilized; basic administrative procedures have been resolved promptly; the Public Administration Center has operated stably; the Ministry of Home Affairs has promptly provided guidance to resolve some problems.

However, there is still There are some shortcomings, limitations, and difficulties in the organization of the apparatus and job positions, specifically: There is no unified regulation on the establishment of specialized departments at the commune level; there is a lack of guidance for public service units at the commune level; some specialized documents create additional public service unit focal points. There is no complete guidance on the list of service units providing essential basic public services. In addition, there are still some overlaps in the decentralization of authority between documents (between the fields of internal affairs, education, finance, etc.).

At the meeting, many voters who are leaders of communes and wards expressed their sincere thanks to the Prime Minister. According to voters, since the implementation of the two-level local government model, it can be affirmed that digital transformation plays a particularly important role in improving the effectiveness and efficiency of the two-level local government in Can Tho City. In order to retain people working in digital transformation, network information security, etc., voters recommend that the National Assembly Delegation of Can Tho City propose that the Ministry of Science and Technology soon issue a Circular guiding the determination of job positions in digital transformation so that officials in charge can enjoy the support level as prescribed in Decree No. 179/2025/ND-CP of the Government.
At the same time, it is proposed that the Ministry of Health soon issue a Circular guiding the functions and tasks of commune, ward, and special zone health stations in provinces and centrally run cities to replace Circular 33/2015/TT-BYT dated October 27, 2015 of the Minister of Health, in order to create a legal basis for a unified model nationwide, and soon stabilize the organizational structure of health stations according to the Central Government's orientation on implementing a two-level government...
In addition, voters also recommended that the City National Assembly Delegation propose that the Ministry of Culture, Sports and Tourism soon advise the Government or promptly issue instructions within its authority on specific regulations on the functions, tasks, and organizational structure of the Commune-level Cultural, Sports and Broadcasting Center. This will help the Center have a legal basis to organize its activities, ensuring uniformity and effectiveness in conjunction with the new commune-level government model after the merger.

According to voters, the two-level local government model and tasks in the field of basic construction have been well implemented by the People's Committees at the commune level, promptly meeting the needs of people and businesses. However, besides the above advantages, there are still some difficulties and problems, such as: The workload of decentralization is quite large, while the capacity of officials is still limited; some new specialized regulations have been issued, leading to confusion in updating and implementing at the grassroots level. Propose and recommend that the National Assembly soon amend the Law on Construction in the direction of decentralization, clear decentralization, simplifying administrative procedures, improving the investment and business environment and promoting the private sector in the construction sector to create a more synchronous and favorable legal basis for state management of construction at the commune level, serving people and businesses better and better, contributing to promoting rapid and sustainable local socio-economic development.

On behalf of the Party, State and National Assembly delegation leaders, Prime Minister Pham Minh Chinh assessed that the opinions, proposals and recommendations of voters were very close to reality; at the same time, he said that the Central Government is focusing on reviewing and promptly adjusting policies that are still stuck in the implementation of two-level local government.
Regarding the upcoming National Assembly session, the Prime Minister emphasized: This is the session with the heaviest and most record-breaking workload. But this is also a noble responsibility for the country's development, for the growth target of 2025 and the following years. The National Assembly and the Government are working day and night, working extra days off, all for the people, focusing on removing difficulties and obstacles for the people and businesses. Regarding the socio-economic situation in the first 9 months of 2025, the macro-economy continues to grow steadily; inflation is controlled, and the consequences of storms and floods are promptly overcome... This is a bright spot of the Government during its term. Foreign affairs have been strengthened, and the country's position has increasingly increased in the international arena. This is the result of the participation of the entire political system and the efforts of authorities at all levels.

The Prime Minister acknowledged and commended some of the achievements of Can Tho City in socio-economic development and social security, contributing to the overall development of the country; at the same time, frankly pointed out the limitations of Can Tho City. First of all, Can Tho must strive to be a pioneer in growth in the Mekong Delta region. There must be effective solutions to overcome the slow disbursement of public investment capital. According to the Prime Minister, after more than 3 months of operating the two-level local government, the results have basically been positive, and the people agree, because the government is closer to the people, for the people, and closer to the people.
The Prime Minister emphasized that Can Tho City needs to strengthen supervision, inspection, rearrangement of headquarters and effectively exploit and use surplus headquarters, avoiding waste... It is important that staff must strive to study and improve their qualifications. Can Tho City must be a pioneer and exemplary leader in all fields, not to be inferior to other provinces in the region. The Prime Minister hopes that the leaders of Can Tho City in the new term will have enough strength and talent to overcome the limitations that have lasted for many years.
