The Prime Minister criticized several provinces for their slow issuance of guiding documents for the Land Law.

Accordingly, the Prime Minister severely criticized the Chairpersons of the People's Councils and People's Committees of Hai Phong City and the provinces of Lang Son, Khanh Hoa, Dak Lak, Ben Tre, and Soc Trang for their delays in issuing detailed regulations for the implementation of the Land Law.

The Prime Minister requested a review and clarification of the responsibilities of organizations and individuals for the delay in issuing legal documents guiding the implementation of the Land Law.

The Head of Government also requested the Chairpersons of the People's Councils and Chairpersons of the People's Committees of provinces and centrally-administered cities to fully and promptly implement the contents regarding the focused direction and implementation of the Land Law. This includes focusing on directing the issuance of all provisions assigned for detailed regulation in the Land Law and the Decrees detailing its implementation.

" The issuance of detailed regulations as assigned in the Land Law and the Decrees detailing its implementation must be completed before October 31, 2024, and the results reported to the Ministry of Natural Resources and Environment for compilation and reporting to the Prime Minister. Those responsible will be held accountable to the Government and the Prime Minister if there is a delay in issuing the aforementioned documents, " the Prime Minister's directive emphasized.

Previously, on October 10th, the Prime Minister issued a directive to the Minister of Natural Resources and Environment, the Chairpersons of the People's Councils, and the Chairpersons of the People's Committees of provinces and centrally-administered cities, requesting them to focus on directing the full issuance of all assigned detailed regulations in the Land Law and the Decrees detailing the implementation of the Land Law; to be completed before October 15th.

To date, according to a report by the Ministry of Natural Resources and Environment, all 63 provinces and cities have issued detailed regulations for the implementation of the Land Law within their respective jurisdictions. Among them, Hai Duong and An Giang provinces have fully issued all the detailed regulations assigned to them in the Law.

Many provinces and cities have basically completed the issuance of detailed regulations for the implementation of the Law, such as Da Nang, Yen Bai, Lao Cai, Vinh Phuc, Hung Yen, Ha Tinh, Dak Nong, Tay Ninh, Tra Vinh, Bac Lieu...

However, some provinces and cities are still very slow in issuing documents, including Hai Phong city and the provinces of Lang Son, Khanh Hoa, Dak Lak, Ben Tre, and Soc Trang, which have only issued 2 to 5 out of the 20 assigned tasks in the Law.

"The fact that localities have not fully issued documents within their authority has limited the effectiveness of the implementation of the Law, affecting the rights of people and businesses, administrative procedures, and the effectiveness of implementing new policies of the Land Law ," the official dispatch emphasized.
