
The Prime Minister receives the Governor of Yamanashi Prefecture, Japan.
During the meeting, Prime Minister Le Minh Hung and the Governor of Yamanashi Prefecture expressed their pleasure at seeing the Vietnam-Japan Comprehensive Strategic Partnership entering its third year, continuing its strong, substantive, and effective development in all fields with high political trust.
Japan continues to be an important economic partner of Vietnam, ranking number one in ODA and labor cooperation, third largest investor, and fourth largest trading and tourism partner. In particular, the visit of Japanese Prime Minister Takaichi Sanae to Vietnam was very successful, opening up new opportunities for cooperation.
Local cooperation and people-to-people exchanges between the two countries are becoming increasingly close, with over 100 local partnerships, including the role of the 5,000-strong Vietnamese community in Yamanashi Prefecture and 40 Yamanashi Prefecture businesses in Vietnam.
Prime Minister Le Minh Hung emphasized that throughout its development, Vietnam has consistently regarded Japan as one of its top and long-term partners, a reliable companion; and that local cooperation is an important and substantive channel for deepening the comprehensive strategic partnership between Vietnam and Japan.
In the spirit of quickly translating the agreements reached during Japanese Prime Minister Takaichi Sanae's visit to Vietnam into concrete results, the Prime Minister affirmed his support for Yamanashi Prefecture to continue promoting substantive and comprehensive cooperation with Vietnamese localities, including those with which Yamanashi Prefecture already has relations such as Quang Tri (formerly Quang Binh), Lao Cai (formerly Yen Bai), and Tay Ninh.
Highly appreciating Japan's commitment to supporting Vietnam in effectively implementing the project of cultivating 1 million hectares of high-quality, low-emission rice, contributing to strengthening cooperation in ensuring food security in both countries, the Prime Minister expressed his hope that Yamanashi province would continue to strengthen agricultural cooperation, promote technology transfer, and cooperate in training high-quality human resources; as well as urge the Japanese side to soon complete internal procedures and announce the opening of the market for Japanese grapes and Vietnamese pomelos, further opening up the agricultural market between the two countries.
In addition, Yamanashi Prefecture is working with the Ministry of Industry and Trade and Vietnamese businesses to strengthen cooperation in the field of green energy and hydrogen; and continues to pay attention to and encourage businesses in the prefecture to expand investment in Vietnam in areas of strength.
Regarding cooperation and human resource training, the Prime Minister suggested that both sides should strengthen cooperation in training and recruiting high-quality human resources to meet the needs of businesses in Yamanashi province and Vietnam, especially in the fields of science and technology, high-tech agriculture, and technical services.
The Prime Minister expressed his sincere gratitude and requested the Governor of Nagasaki to continue paying attention, creating favorable conditions, and implementing practical support policies such as insurance and labor regulations for the Vietnamese community living, studying, and working in the province, thereby promoting their important role as a bridge between localities of the two countries and contributing to the promotion of bilateral relations.
On this occasion, the Prime Minister invited the delegation of leaders and businesses from Yamanashi province to participate in the 2nd Vietnam-Japan Local Cooperation Forum in Hue City in the third quarter of 2026.
Expressing his pleasure at visiting Vietnam, the Governor of Nagasaki congratulated Prime Minister Le Minh Hung on being elected by the National Assembly to the position of Head of Government of Vietnam; affirming that the province highly values its relationship with Vietnam in general and with Vietnamese localities in particular, and has so far established cooperative relations with three Vietnamese provinces.
The province is continuing to promote expanded cooperation with Vietnam in many fields, especially with a desire to strengthen cooperation and contribute to the further development of Vietnam's fruit industry; as well as cooperation in the fields of renewable energy and hydrogen, the province is ready to share experience and knowledge and promote business exchanges and study tours.
Stating that Yamanashi Prefecture has the largest grape and peach production in Japan, Nagasaki Governor Kotaro expressed his pleasure to learn that during the recent visit of the Japanese Prime Minister, the two governments agreed to promote the import of Japanese grapes into Vietnam; and hoped that grapes from the prefecture would soon be available in the Vietnamese market.
In particular, the prefecture is establishing a health insurance system for Vietnamese families with the hope that the Vietnamese community can live and work in Yamanashi with peace of mind and consider it their second home.
The Governor affirmed that he would continue his efforts and coordinate with Japanese localities in cooperation with Vietnam, and expressed his hope that the Prime Minister and relevant ministries and localities in Vietnam would create favorable conditions for Yamanashi Prefecture to contribute to the further development of bilateral relations, especially on the issues that the Prime Minister has already commented on.
