The Prime Minister requested that provinces and cities issue documents regulating the Land Law.

Prime Minister Pham Minh Chinh has just signed an official dispatch on focusing on directing and implementing the Land Law.

The telegram stated that, through understanding the actual situation and synthesizing reports from agencies, departments, and localities, provinces and cities have not yet fully promulgated the contents assigned in the law and decrees. Some places have not yet promulgated any content to detail and guide the implementation of the Land Law. The Prime Minister criticized provinces and cities for being slow in promulgating documents detailing and guiding the implementation of this law.

The Head of Government requested the Chairmen of People's Councils and Chairmen of People's Committees of provinces and cities to strictly implement the Prime Minister's telegrams and instructions.

Localities that are slow to issue regulatory documents under their authority must assess the causes and impacts; organize reviews, clarify the responsibilities of organizations and individuals that caused the delay, and report to the Prime Minister the results of handling before October 15.

Provinces and cities must focus on directing the full promulgation of the assigned contents specified in the Land Law, complete before October 15, and report to the Ministry of Natural Resources and Environment for synthesis and reporting to the Prime Minister. Localities are responsible to the Government and the Prime Minister if there is any delay in promulgating the above documents.

In addition, units need to prepare conditions to effectively implement the Land Law locally, including perfecting the organizational structure of land fund development organizations and land registration offices; arranging human resources, funding, building databases, issuing economic norms, product unit prices, etc.

In addition, localities also need to strengthen inspection, examination and handling of violations against state management agencies and land users. In the immediate future, step up inspection of the implementation of the Land Law in localities.

The Ministry of Natural Resources and Environment needs to regularly monitor and urge localities to organize the implementation of the Land Law and detailed regulations and instructions for the implementation of the Law.

Deputy Prime Minister Tran Hong Ha directed ministries, branches and localities to strictly and effectively implement the above dispatch.
