Prime Minister Pham Minh Chinh speaks at the ceremony to respond to the National Innovation Day 2025.
The Government requests ministries, branches, agencies, units, localities, enterprises and individuals, based on their functions, tasks and powers, to effectively organize the implementation of the six tasks assigned by General Secretary To Lam that morning.
To thoroughly implement the direction of General Secretary To Lam, the Prime Minister proposed implementing the "3 no's" motto in developing innovation:
1. Don't say no, don't say difficult, don't say difficult but don't do.
2. Don't be perfectionist, don't be hasty, and don't formalize innovation; don't let barriers stand in the way of innovative thinking and decisive action in innovation.
3. Do not let administrative procedures get in the way, do not limit the innovation space of any collective or individual.
For development partners and international organizations, the Prime Minister proposed "3 major supports" to help Vietnam:
1. Technical support and experience sharing to help Vietnam build policies, legal frameworks, infrastructure and resources for innovation.
2. Financial support, technology transfer, especially in priority areas, strategic technologies and development of research and development (R&D) centers in Vietnam.
3. Support market connection, help Vietnamese startups, innovative startups and technology enterprises participate in global markets, value chains and supply chains.

For the young generation, students, the Prime Minister emphasized "3 pioneers":
1. Pioneering and leading in innovation and digital transformation.
2. Be a pioneer and lead by example, surpassing your own limits to always innovate and create anytime, anywhere, in any situation.
3. Pioneering and leading the race against time, developing intelligence, being decisive and resolute in innovation.
The Prime Minister sincerely thanks and hopes to continue receiving the attention and support of the Party and State leaders, especially General Secretary To Lam; the close and effective coordination of agencies in the political system; the active support and participation of the people, the business community and students; and the help of international friends./.
