Ranked 6th nationwide, Bac Ninh continues to affirm its leading position in innovation.

Leaders of the Department of Science and Technology of Bac Ninh signed a cooperation agreement with the National Innovation Center to promote innovation and creativity programs in the province.

The ranking results are even more meaningful as Bac Ninh is in the process of becoming an innovation center of the region and the whole country, aiming to become a centrally-governed city before 2030.

Expanding space for innovation

The local innovation index consists of 52 components, divided into 7 pillars: 5 input pillars reflect factors that facilitate economic and social development based on science, technology and innovation, 2 output pillars reflect the impact of science, technology and innovation on economic and social development.

In terms of the total component scores, in 2025, Bac Ninh province will achieve 48.76 points, ranking 6th nationwide. The rise to the top group shows that the locality has built an important foundation, from institutions, policies to infrastructure and an environment that encourages innovation. Specific scores: Institutions 59.17 points; human capital - research and development 39.99 points; infrastructure 62.30 points; market development level 47.43 points; business development level 56.40 points; knowledge, innovation and technology products 28.74 points; impact 60.20 points.

According to Mr. Nguyen Phuc Thuong, Deputy Director of the Department of Science and Technology, after the merger, Bac Ninh has many advantages to develop and promote innovation. One of the outstanding advantages of Bac Ninh province is the large proportion of industrial and service economic structure with the presence of hundreds of foreign-invested enterprises and the world's leading technology corporations. This is both the basis for spreading the spirit of innovation and creating the need to apply technology, continuously improve management and products. At the same time, industrial parks also attract high-quality human resources, develop research and development (R&D) services, design and smart manufacturing.

In addition to its industrial advantages, Bac Ninh also has a strong educational foundation and a tradition of learning. The proportion of students studying engineering and technology is high; many universities, colleges and research facilities in the area have been actively participating in innovation activities. This is an important resource to connect with businesses, forming a multi-dimensional innovation ecosystem.

Not only relying on its existing advantages, Bac Ninh also shows clear political determination in concretizing the Central Government's policies on science, technology development and innovation. The province's specialized resolutions and specific action programs create a foundation for Bac Ninh to maintain and improve its position in the national innovation rankings. In particular, the provincial Science and Technology sector focuses on advising on a number of key solutions to clearly define the tasks of each organization in the political system, each agency, unit, locality and people. The focus is on policies to concretize the Law on Science, Technology and Innovation in 2025; policies to support and attract human resources, encourage startups, develop strategic technologies, semiconductor industry, bio-industry; establish a Venture Capital Fund, Science and Technology Development Fund, and Innovation.

At the same time, the province increased investment and completed infrastructure for science and technology, innovation and digital transformation. Prioritizing the development of synchronous, modern, safe and highly connected digital infrastructure; focusing on creating, sharing and exploiting data effectively, ensuring "correct - sufficient - clean - alive - unified - shared use". Supplementing and realizing spaces for science and technology development and innovation in the Provincial Planning, focusing on concentrated information technology zones, digital technology industrial zones, high-tech agricultural processing industrial zones, and university urban areas. Promoting communication activities on science and technology; launching emulation movements; attaching responsibility to leaders; the set goals and tasks must require specific products; overcoming the situation of formal implementation; applying digital tools to evaluate and measure the level of completion.

Officers receive and handle mobile administrative procedures for people in Doi Soc neighborhood (Tu Son ward) - a creative way of doing things by the locality.

Typically, the province has been implementing the list of 96 administrative procedures implementing the "24-hour Green Channel" and "60% Green Channel" mechanisms for key projects and projects in the field of science and technology, thereby shortening the time to process procedures, creating a breakthrough in administrative reform, and significantly improving the investment and business environment. In particular, Bac Ninh ranks number one nationwide in the Index of serving people and businesses, pioneering in administrative reform and applying information technology to serve people's lives.

Overall, Bac Ninh is highly appreciated in 5 strong indicators in the 2025 Innovation Index: Export value/GRDP; Foreign direct investment/GRDP; Number of enterprises with ISO certificates/1,000 enterprises; Number of students winning prizes in the national high school excellent student exam; Microfinance/GRDP. This is an important foundation to promote technology transfer, improve governance capacity and deepen integration.

Mobilizing the entire political system to maintain and improve the PII index

Despite impressive results, according to detailed assessments, Bac Ninh still has limitations that need to be overcome. Among the 7 pillars of the Local Innovation Index (PII), there are quite low indexes, showing uneven development. Typically, the index of intellectual products, creativity and technology only reached 28.74 points, ranked below the national average. In particular, the ratio of innovative startup projects/schemes in the total number of newly established enterprises only reached 0.57 points, ranked 28/63 provinces and cities; local budget expenditure for science and technology/GRDP only reached 0.02%, ranked near the bottom of the table (61/63). The growth rate of labor productivity reached 0.97, also ranked only 47th in the country. This reflects the fact that innovation activities are still heavily dependent on the FDI sector, while the internal strength of enterprises in the province, especially small and medium enterprises, is still weak and unsustainable.

It can be seen that the PII index covers all industries and fields. Therefore, to maintain and improve the ranking in the innovation ranking, the Department of Science and Technology, as an advisory body, will propose to the province to perfect mechanisms and policies, increase investment in science, technology and innovation, and strongly mobilize socialized resources. Continue to support businesses, especially small and medium enterprises, to invest in technological innovation, register patents, useful solutions, brands, improve productivity and product quality associated with traceability. Focus on developing high-quality human resources to meet the requirements of the digital economy and industry 4.0. Promote comprehensive digital transformation, focusing on businesses, applying digital technology solutions such as artificial intelligence (AI), Internet of Things (IoT), big data (Big Data)...

Discussing the issues that need to be solved in the coming time, Deputy Director of the Department of Science and Technology Nguyen Phuc Thuong affirmed: “Innovation is not just a slogan but is being concretized by actions, by specific projects, products and businesses. The entire political system needs to consider this a regular, long-term task, linked to the province's socio-economic development strategy. The goal is to maintain the top 10 position nationwide in the annual PII Index. Besides the efforts of the Science and Technology sector, strong participation from departments, branches, business communities, training and research institutions and the whole society is needed. Only with the connection and companionship of all subjects can the province build a modern, comprehensive innovation ecosystem, creating momentum for rapid and sustainable development”.
