
From the Central level with strong direction and specific resource allocation to ministries, branches and localities, the implementation of Resolution 57 is being promoted quickly, strongly and substantially, creating a solid foundation for the goal of making science , technology and innovation become the new driving force for the country's development.
Localities accelerate and proactively implement widely
Implementing the direction of the Central Steering Committee on science, technology development, innovation and digital transformation, Nghe An province is urgently reviewing progress, clearly identifying each group of difficulties and obstacles to promptly resolve them. The province's goal is to complete all assigned tasks in 2025 according to Resolution 57-NQ/TW.
According to the assignment, Nghe An province was assigned 100 tasks within the framework of Resolution 57-NQ/TW. The sectors and localities of the province have implemented them extensively with the motto "fast, strong but sustainable", associated with ensuring security and safety in the process of applying technology. The spirit of innovation is demonstrated through the strong transformation from passive administrative thinking to a proactive, creative model serving people and businesses.
Specifically, in recent times, Nghe An has focused on completing digital infrastructure; accelerating the digitization of records and documents of the Provincial Party Committee; restructuring internal processes; stably maintaining 10 shared systems; upgrading the information system for handling administrative procedures at the provincial level; expanding the provision of online public services and implementing the "Digital Education for the People" movement. The province has announced 15 major problems in science - technology and innovation, promoting the application of artificial intelligence (AI), Internet of Things (IoT) in key economic sectors.
Along with that, departments and branches have fully announced administrative procedures; the data reuse rate reached 74%. Communication work serving digital transformation has been deployed synchronously across the entire information system of the province.
With the above solutions, as of November 15, the whole province has completed 51 tasks (reaching 51%), 49 tasks are being implemented on schedule. Particularly, in implementing Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system, Nghe An is one of the leading localities in the country. In phase 1, all 130/130 communes and wards completed 16/16 groups of tasks, ranking 4th nationwide; phase 2 continues to be implemented on schedule.
In addition to the achieved results, Nghe An also encountered difficulties and obstacles such as lack of science and technology human resources and digital transformation at the commune level after merging administrative units; difficulties in determining the list of popular software, affecting the investment plan for systems such as: Document management, information portal; some specialized databases had to be temporarily suspended due to lack of decentralization instructions; data warehouse infrastructure and network infrastructure at the commune level were not synchronized...
To overcome the shortcomings and difficulties, Nghe An province proposed that the Central Government soon complete the guidelines on the national digital platform and the list of popular software; issue a spending mechanism for innovation; support funding for upgrading commune-level digital infrastructure and remove obstacles in implementing full-service public services, and a model for handling administrative procedures regardless of administrative boundaries, creating conditions for Nghe An to complete the set goals.
Prioritize completing the legal corridor
Assessing the implementation of Resolution 57-NQ/TW, especially the work of perfecting institutions, Deputy Minister of Science and Technology Bui Hoang Phuong said that, implementing the Government's direction on removing institutional obstacles, the Ministry of Science and Technology has recently focused on prioritizing the completion of the legal corridor, reviewing and adjusting binding regulations, in order to create favorable conditions for the implementation of tasks in the fields of science, technology and innovation.
"In less than a year, the Ministry has developed 10 draft laws and about 30 decrees," Deputy Minister Phuong emphasized the determination of the Ministry of Science and Technology in creating a favorable legal corridor to promote the goal of innovation.
The Deputy Minister also noted that the current way of making laws is very different, accordingly, legal documents and decrees are issued with the spirit of "immediate implementation", without having to wait for guiding circulars, helping to bring the law into life more quickly. The Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation is currently implementing Resolution 57 resolutely, not only assigning tasks but also allocating resources to support ministries, branches and localities in performing their tasks. The Deputy Minister informed: "The Steering Committee has directed units to register capital to implement Resolution 57. In 2025 alone, the budget will add an additional VND 25,000 billion, of which ministries, branches and localities have registered about VND 16,000 billion for implementation".
At the same time, ministries, branches and localities are also handling a huge amount of work to complete the goals set out in the Resolution.
The initial results of implementing Resolution 57 for nearly a year show that Resolution 57 is not just a strategic orientation but is actually entering life with specific actions, with inspection, supervision and guaranteed resources. When ministries, branches and localities are more proactive in implementation, with the accompaniment of technology enterprises and the drastic participation of the Central Steering Committee, Resolution 57 will increasingly be the foundation for Vietnam to enter a new stage of development, catching up with global development trends.
