VKIST, an organization under the Ministry of Science and Technology of Vietnam, was established in 2015 to build a new applied research model, serving the goal of developing domestic manufacturing industry, based on the model of Korea's KIST Research Institute. This is also the largest non-refundable aid project that Korea has provided to Vietnam.
The visit and working session of the Speaker of the National Assembly of the Republic of Korea Woo Won Shik and his wife Shin Kyunghye at VKIST (Hoa Lac Hi-Tech Park) on the morning of November 21, 2025, reaffirmed the importance of cooperation in science and technology, innovation and digital transformation between the two countries in the new period. According to Speaker of the National Assembly of the Republic of Korea Woo Won Shik, VKIST is gradually realizing the common vision of the two countries' senior leaders regarding science and technology, innovation and digital transformation as key cooperation.
Assessing the results that VKIST has achieved over the past 10 years, Deputy Minister of Science and Technology Bui The Duy said that VKIST has formed a strong research team, pursuing strategic research directions, directly bringing scientific and technological results, innovation and digital transformation into production and business in Vietnam.
The governance model that KIST transferred has brought valuable experiences, helping Vietnam to perfect the legal system, mechanisms, and policies on science and technology, innovation, and digital transformation. The successes and challenges in the process of building VKIST are summarized, serving as a basis for improving institutions and laws on science and technology for Vietnam.
VKIST has become an important cooperation ecosystem and connection point between research institutes, universities and enterprises of the two countries; promoting knowledge and technology transfer and joint R&D activities.
Deputy Minister Bui The Duy emphasized that VKIST is promoting its role in providing high-quality human resources and technological solutions for Korean enterprises in Vietnam. At the same time, VKIST is an important bridge to help Korean enterprises effectively access the Vietnamese market and expand to the Southeast Asian region.
Towards future industries
Appreciating Vietnam's progress in building science and technology policies, innovation and digital transformation, especially in new fields such as artificial intelligence (AI) and information technology, Speaker of the Korean National Assembly Woo Won Shik affirmed that Korea always considers Vietnam an important partner in developing future technology.
Mr. Woo Won Shik proposed that science and technology cooperation between the two countries should focus on specific, priority areas such as new materials, artificial intelligence (AI), quantum technology and future industries; promote technology commercialization; and train talents, considering this as the foundation for sustainable growth of both countries.
Committed to making VKIST a "hub" for cooperation
Deputy Minister Bui The Duy proposed that the Korean Government and National Assembly continue to accompany and support VKIST in the next phase, developing VKIST into a center ("hub") for science and technology cooperation, innovation and digital transformation between the two countries. The Deputy Minister also pledged that the Ministry of Science and Technology will create all favorable conditions in terms of mechanisms, policies and operating environment for VKIST to develop in the right direction.
On the Korean side, National Assembly Speaker Woo Won Shik affirmed that the Korean National Assembly will make every effort to support practical and effective cooperation programs in the fields of science and technology, innovation and digital transformation.
