Sam Son Ward - a tourist center and coastal urban area has been facing increasing pressure on drainage, especially in the context of rapid urbanization. Surface water mainly drains from the Northwest to the Southeast, from the inner city to Sam Son beach and from high areas to the main drainage axes. The ward's terrain has an average elevation of about 2.5 - 3.2m, the highest place is about 4.5m (Truong Le hill area), the lowest place is about 1.5m (some areas along the Do River), all sloping towards the sea, Do River and Ma River.

Currently, basically the drainage areas and basins in the drainage area have a system of canals, ditches, and drainage sewers connected to the main drainage axes to ensure drainage. The drainage system in this area is a common drainage system for both rainwater and wastewater. Drainage sewers are mainly concentrated in the central area, along some main axes in the central area. However, in the northern area of ​​the ward (in the old Quang Tien and Quang Cu wards), the ground level built by the people is low, the drainage system has not been invested in construction, previously the water overflowed in the alleys and poured into the rice fields. However, the rice field area has now gradually been converted into urban construction land, so there is no more space to store rainwater, so flooding occurs when there is heavy rain combined with high water levels in Cua Hoi.

Assessing the current status of drainage infrastructure, the People's Committee of Sam Son Ward said that the rainwater drainage system in Sam Son Ward includes reinforced concrete underground sewers and open ditches. The central area (Le Loi Street, Ho Xuan Huong Street) uses D800 - D1200 sewers that drain directly into the sea. The Northwest area (Nguyen Du Street, Ba Trieu Street) uses D600 - D800 sewers that drain into canals. Some small streets and old residential areas still use open ditches and small D400 - D500 sewers that drain into ponds, lakes, Do River and Ma River. The drainage system of some main urban roads has not been invested in or has not been invested in synchronously, leading to limited drainage, especially when there is prolonged heavy rain.

According to statistics from the People's Committee of Sam Son Ward, there are still some localized flooding points in the area, such as in the Cot Do market area, the flooding range is about 150m long, 0.4m deep, and the flooding time is 2-3 hours when it rains heavily. The intersection of Tran Hung Dao - Le Thanh Tong is also prone to flooding with a length of about 100m and a flooding time of 1-2 hours. In addition, some residential and resettlement areas are also subject to localized flooding due to the lack of synchronous investment in technical infrastructure. The main cause of flooding is the small diameter, degraded sewer system that cannot meet the drainage capacity when it rains heavily; some construction items have not been invested synchronously; the collection pit and manhole system in many locations is covered with mud and waste, reducing the drainage capacity.

From 2015 to now, the ward has invested in 2 major projects on wastewater treatment, notably the project to renovate and upgrade the wastewater and rainwater collection system in the area west of Ho Xuan Huong Street. The project includes 8 pumping stations (C1, C2, C3, Hong Thang, Dong Xuan, Son Thang, Trung Son, Nam Song Ma) and a network of HDPE pipes of various diameters D225-D630. The system has been basically completed, waiting to be connected to the centralized wastewater treatment plant in Quang Chau ward (old). In addition, in the process of investing in planning areas and connecting traffic infrastructure, the locality has integrated the rainwater and wastewater drainage system in sync with the approved urban planning.

To solve the "drainage problem", in September 2025, the People's Committee of Sam Son Ward issued a plan to implement the repair of the drainage system in the area. The ward directed units to organize dredging and clearing the sewer, ditch, manhole system, adding collection pits and water intake gates at points at risk of flooding; develop and implement storm response procedures (collecting trash, opening lids, temporarily pumping); at the same time, step up propaganda and mobilize people not to litter in sewers, ditches, manholes. Coordinate with organizations to organize the "Green Sunday" movement associated with dredging and cleaning the drainage system in residential areas. The locality has a plan to start the project to build the D1200 sewer line from the Cot Do market area to the Do River in 2026, open more sewers at Cot Do market; build a pumping station to support drainage during heavy rains. Review and complete the separate collection system for rainwater and wastewater in new urban and residential areas. At the same time, propose relevant sectors and units to promptly complete the centralized wastewater treatment plant in the old Quang Chau ward to ensure synchronous rainwater and wastewater drainage infrastructure.

Short-term and long-term solutions are proposed to overcome and minimize local flooding, ensure drainage capacity, improve environmental quality, stabilize people's lives, aiming to reduce at least 80% of flooding points in the area before the rainy season in 2026. This is an urgent requirement to ensure sustainable urban development, adapt to climate change, and protect the image of a green, clean, and safe tourist city on the central coast.
