On May 26th, in Vinh Long, Prime Minister Le Minh Hung, along with representatives from various ministries, agencies, and organizations, chaired a working session with the Standing Committee of the Vinh Long Provincial Party Committee to discuss the socio -economic development situation, the goal of achieving double-digit growth, the disbursement of public investment capital, the operation of the two-tiered local government system, and the resolution of local difficulties and obstacles.
According to the report presented at the meeting, in the first months of 2026, Vinh Long's socio-economic situation continued to show many positive developments. Budget revenue as of May 15th reached 47.38% of the assigned target; agriculture, forestry, and fisheries experienced positive growth; the industrial production index increased compared to the same period last year; tourism continued to develop; and the trade surplus reached approximately 726.22 million USD.
The province currently has 780 active domestic investment projects with a total registered capital of over VND 266,775 billion and 182 active FDI projects with a total registered capital of over USD 5.89 billion. Administrative reform, improvement of the investment and business environment, and operation of the two-tiered local government system have been actively implemented.
In his concluding remarks, Prime Minister Le Minh Hung acknowledged Vinh Long 's efforts, particularly in the process of reorganizing administrative boundaries and ensuring the basic stability and smooth operation of the new administrative apparatus.
However, the Prime Minister also pointed out several shortcomings of the locality. In the first quarter of 2026, the province's economic growth only reached 5.3%, much lower than the projected scenario of 9.35%. Public investment disbursement is still slow; infrastructure does not meet development requirements; attracting investment in high-tech industry, agriculture, and energy is still limited; and the quality of human resources does not meet requirements.
"The more difficult the situation, the more determined, more strenuous, and more resolute we must be to achieve the set goals," the Prime Minister emphasized.
The head of the government requested Vinh Long to innovate its thinking, methods, and approaches; not be passive but proactively propose to the central government mechanisms for development that are suitable to the local capacity and actual conditions.
The Prime Minister requested the province to thoroughly understand and effectively implement the resolutions and conclusions of the Central Committee, the Politburo, the National Assembly, and the Government; and at the same time, develop specific growth plans and scenarios for each sector and locality with clear responsibilities and targets.
Vinh Long province is urged to promptly review and finalize its provincial planning and urban and rural planning, ensuring consistency with the Mekong Delta regional planning to create a basis for attracting investment and implementing projects.
According to the Prime Minister, the province needs to innovate its growth model, and cannot rely solely on traditional agriculture. Instead, it must strengthen its efforts to attract investment in manufacturing and processing industries, high-tech agriculture, services, and the development of high-quality human resources.
The head of government also noted that Vinh Long needs to shift strongly from a mindset focused on agricultural production to developing a high-value, green, and circular agricultural economy; forming a linked chain from production and processing to logistics and consumption.
Regarding transportation infrastructure, the Prime Minister instructed the Ministry of Construction to coordinate with the province to study and implement the CT33 and CT36 expressways as soon as possible; at the same time, he requested the locality to review and strictly handle construction material mines operating illegally to ensure the supply of materials for key projects.
In addition, the Prime Minister requested Vinh Long to promote the development of renewable energy and ecotourism associated with riverine culture; continue to reform administrative procedures, improve the efficiency of the two-level local government and effectively implement Resolution 57 on science and technology, innovation and digital transformation.
Regarding education and healthcare, the Prime Minister noted that the province needs to focus on developing higher education and vocational training linked to business needs; strengthening primary healthcare and effectively implementing social welfare policies to care for the lives of the people.
