On the afternoon of July 21st, the Supervisory Delegation of the 15th National Assembly, led by Central Committee member, Vice Chairman of the National Assembly, and Lieutenant General Tran Quang Phuong, held a working session with Thua Thien Hue province regarding the implementation of National Assembly resolutions on national target programs for building new rural areas in the 2021-2025 period, sustainable poverty reduction in the 2021-2025 period, and socio -economic development in ethnic minority and mountainous areas in the 2021-2030 period.

The lives of people in rural areas are gradually improving.

Reporting at the meeting, Chairman of the Thua Thien Hue Provincial People's Committee Nguyen Van Phuong stated that after two years of implementing national target programs in the province, rural infrastructure has received increased investment, and the appearance of rural areas has improved significantly. High-tech application models are gradually being formed and developed. Investment in production development to increase income, improve living standards, and reduce the poverty rate in rural areas has been prioritized. The One Commune One Product (OCOP) program is gradually expanding in localities. The rural tourism program and digital transformation towards smart new rural areas are receiving investment from the province and are being embraced by localities and people. Cultural, social, educational, and environmental issues are gradually being addressed, contributing to a healthier and more civilized development of rural life. The political system continues to be strengthened and consolidated; security, order, and social safety in rural areas continue to be maintained. The lives of people in rural areas have gradually improved. Culture and society have made significant progress, and basic social security is ensured.

Continuing to implement the National Target Programs, Thua Thien Hue strives to have 82 communes meeting the new rural standards by 2025, reduce the annual poverty rate in ethnic minority and mountainous areas by 3%, remove 4 communes and 3 villages in ethnic minority and mountainous areas from the list of particularly difficult areas, remove 1 district from the list of poor districts, remove 7 particularly difficult communes in coastal areas from the list of particularly difficult areas, and achieve a remaining poverty rate of 2.0-2.2%.

Regarding the disbursement of funds, as of July 19, 2023, the disbursement rate reached 34.2%. The Chairman of the People's Committee of Thua Thien Hue province stated that there are still some difficulties and obstacles causing slow disbursement of the central government budget allocated for the implementation of national target programs, such as: the lack of complete guidance from the central government or inconsistencies in the guidance content between documents issued by ministries and central agencies.

Based on central government guidance, the People's Committee of Thua Thien Hue province will continue to review, develop, and issue, or propose to the Provincial Party Committee and the Provincial People's Council, a unified and synchronized system of regulations for the management and implementation of the three National Target Programs in the province. Priority will be given to infrastructure investment projects with connectivity, linked to value chains, implemented under special mechanisms, including transportation, irrigation, water supply, and other essential projects on an inter-district, inter-commune, and inter-village scale that connect markets, support production, and improve access to basic social services, especially in areas with difficult infrastructure conditions such as A Luoi district. The province will provide decisive direction and specific timelines, focusing on solutions to overcome obstacles and difficulties, particularly regarding procedures and documentation for investment and development projects.

Thua Thien Hue province has requested that the Prime Minister direct ministries and agencies to disseminate information and organize guidance and training to ensure synchronized implementation by the locality, avoiding potential difficulties during the implementation process. At the same time, it requests that central ministries and agencies promptly provide solutions to definitively resolve and issue guiding documents to localities on the implementation of circulars and documents issued by ministries, ensuring they are appropriate to local conditions and do not violate the law.

Mr. Le Truong Luu, Secretary of the Thua Thien Hue Provincial Party Committee, affirmed the province's determination to implement the three National Target Programs. Accordingly, to implement these programs, the Provincial People's Committee has launched many movements, and the Provincial People's Council has issued 39 resolutions. The Provincial Party Secretary stated that the delay in issuing guiding documents from the Central Government has somewhat affected the progress of project implementation.

During the working session, the Supervisory Delegation highly appreciated the leadership and guidance of the Thua Thien Hue Provincial Party Committee, People's Council, and People's Committee in socio-economic development and overcoming difficulties; proactively and effectively directing and implementing assigned tasks in accordance with the National Assembly's Resolution on National Target Programs. To date, the results of achieving sustainable poverty reduction and new rural development goals have initially met the requirements.

Speaking at the meeting, Vice Chairman of the National Assembly, Lieutenant General Tran Quang Phuong, acknowledged the province's flexible and grassroots-oriented leadership, its innovative thinking, scientific approach, and its practice of simultaneously summarizing experiences and drawing lessons learned, along with timely reporting.

The Vice Chairman of the National Assembly suggested that Thua Thien Hue should continue to pay closer attention to and provide more thorough guidance, promoting and replicating effective practices in the implementation of national target programs in the province. He emphasized strengthening the activities of steering committees at all levels to ensure close and timely coordination among agencies, units, departments, and sectors in the implementation of these programs. He also stressed the need to continue reviewing central and local mechanisms and policies that still have obstacles, in order to propose timely amendments and additions. Furthermore, he called for a review and reassessment of the projected implementation levels and completion possibilities of each program up to the end of 2023, 2024, and 2025, specifically for each project and component. Finally, he identified the causes and influencing factors to develop specific measures for disbursing central government funds allocated in 2021, 2022, and 2023.

In addition, Thua Thien Hue needs to evaluate the results of implementing the principles, solutions, and management mechanisms of the Program; and effectively implement the solutions the province has set out to improve the effectiveness of the Programs in the future.

The Vice Chairman of the National Assembly noted that Thua Thien Hue should fully incorporate the opinions of the Task Force and the members of the Supervisory Delegation, and supplement and refine the report to be submitted to the Supervisory Delegation. This should include a list of remaining difficulties and obstacles, and specific recommendations to the Government, Ministries, and relevant agencies regarding each program, project, and sub-project.

Regarding the province's proposals, the Vice Chairman of the National Assembly acknowledged and accepted them, and will provide feedback to the Government and relevant ministries and agencies to resolve obstacles and help the province achieve its set goals.
