Focus on digital governance solutions in smart city development.
Currently, the databases of many departments and agencies have been synchronized with the city's IOC Center. The Dong Nai City IOC Center is being gradually deployed and put into operation, initially forming a platform for integrating, exploiting, and visualizing data to serve the monitoring, tracking, and leadership guidance of the city. The locality focuses on implementing plans to apply digital technologies such as the Internet of Things (IoT) and artificial intelligence (AI) in socio -economic fields and completing the database system connected to the IOC Center at the city, commune, and ward levels.

At the end of May 2026, the Department of Construction and related units handed over the project monitoring system at the Dong Nai City IOC Center. The system was funded by Construction Corporation No. 1 - JSC (CC1) and developed by XBoss Technology Solutions Co., Ltd.
According to Deputy Director of the Department of Construction, Nao Thien Anh Minh: In the current context, the need to improve the efficiency of management, supervision, and acceleration of progress of public investment projects in particular and construction investment projects in general is becoming increasingly necessary. Therefore, operating a project monitoring system on the IOC Center has wide-ranging application potential, especially in localities with a large number of key projects like Dong Nai.
Once operational, the system will provide a comprehensive and intuitive dashboard, enabling city leaders to monitor project progress and fund disbursement status; and promptly identify any emerging difficulties or obstacles. Based on this, management and direction will be carried out more quickly, accurately, and effectively.
"This is also an important step in gradually forming a digitized data system, serving intelligent governance, and aiming to build a modern and efficient administrative system," Mr. Nao Thien Anh Minh emphasized.
Pham Van Trinh, a member of the City Party Committee and Director of the Department of Science and Technology, shared: In the coming time, Dong Nai will issue a Smart City Project. Simultaneously, the city will implement smart city components including: a Smart City Operations Center; deploying and connecting the IOC system for 95 communes and wards; implementing a pilot smart city model in some communes and wards... At the same time, expanding the smart traffic signal control system throughout the city; fully implementing a digital map system (GIS) integrated with Building Information Modeling (BIM), moving towards building a digital mirror in smart city governance...

2026 is a pivotal year for Dong Nai City to accelerate the implementation of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and digital transformation. In particular, Dong Nai City aims for comprehensive digital transformation across all sectors and government agencies within the city.
Implementing digital transformation and building smart cities is not only a task to fulfill Resolution No. 57-NQ/TW of the Politburo, but also a practical imperative for breakthroughs and advancements. Dong Nai is undergoing a strong transformation from a traditional administrative model to a smart urban governance model, operating entirely based on data, with citizens and businesses at the center of service.
At the seminar on "Orientation for Digital Transformation to Serve Smart City Governance in Dong Nai City" held in early May 2026, Mr. Le Truong Son, Member of the Standing Committee of the City Party Committee and Vice Chairman of the People's Committee of Dong Nai City, emphasized: State agencies from the city level to the ward and commune levels must drastically change their management mindset. Information systems and digital platforms must ensure compliance with the principles of connectivity, data interoperability, and absolute information security; the situation of fragmented and disjointed investment must be resolutely ended. The city's view is that the city invests in the platform (shared software), and localities invest in equipment.
The leaders of the Dong Nai City People's Committee assigned the Department of Science and Technology to take the lead, in coordination with the Dong Nai City People's Committee Office and relevant units, in compiling all proposed opinions and technological solutions. From there, they will advise and propose to the Dong Nai City People's Committee to update the digital transformation plan and the Smart City Project of Dong Nai City; contributing to building Dong Nai City into a smart, modern, and livable city...
In early April 2026, the People's Committee of Dong Nai province (now the People's Committee of Dong Nai city) issued Decision No. 1383/QD-UBND promulgating the digital architecture framework for the province. The Dong Nai digital architecture framework was developed to establish a unified, synchronized, and long-term framework for the entire process of developing digital government, digital economy, digital society, and smart cities in Dong Nai, ensuring consistency, compliance, and systematic inheritance of the leading national architecture frameworks.
At the end of May 2026, the Steering Committee for Science, Technology, Innovation, and Digital Transformation Development of Dong Nai City (hereinafter referred to as the Steering Committee) held a meeting with the steering committees of subordinate Party committees and units. At this meeting, Central Committee member, Standing Deputy Secretary of the City Party Committee, Chairman of the City People's Council, and Deputy Head of the Steering Committee, Ton Ngoc Hanh, requested that each member of the Steering Committee further enhance their role and responsibility to ensure the effective implementation of tasks related to science, technology, innovation, and digital transformation development.
The Standing Committee of the Steering Committee and subordinate Party committees will focus on addressing the "bottleneck" in human resources by strengthening regular training and workshops to promptly update knowledge of new technologies. At the same time, they will strictly maintain regular reporting and monitoring of progress through specialized software. This is a task that requires special attention and strict discipline in the coming period.
