Dong Nai sets high goals in building new rural areas.

The national criteria for new rural areas (NRA) for the 2026-2030 period have undergone many changes and are more demanding than in the previous period. This poses a significant challenge in achieving the goal of building new rural areas in 2026 and throughout the 2026-2030 period for the young city of Dong Nai.

However, many communes in Dong Nai have been striving to overcome difficulties and challenges, setting high goals and demonstrating strong determination to achieve the New Rural Area (NRA) status by 2026. The entire city has 6 localities aiming to achieve NRA status by 2026, an increase of 1 commune compared to the previously set plan.

Maintain high goals in building new rural areas.

Following the merger, Dong Nai province has 95 commune-level administrative units, including 23 wards and 72 communes. The province aims to have 5 communes meet the standards of the New Rural Area program according to the National Criteria for New Rural Areas for the period 2026-2030 by 2026. After 10 communes are upgraded to wards from April 30, 2026, in line with the goal of urbanizing Dong Nai into a city, only 62 communes will remain to implement the New Rural Area program. Among the 10 communes upgraded to wards, many have basically achieved the New Rural Area status. Therefore, these communes must make significant efforts to reach the target earlier than planned.

Based on meetings and feedback from relevant departments, agencies, and localities regarding the finalization of the list of communes striving to achieve New Rural Area standards in 2026, replacing communes that have been upgraded to wards, the Department of Agriculture and Environment of Dong Nai City has drafted a Decision of the City People's Committee approving the list of communes striving to achieve New Rural Area standards in 2026, comprising 6 communes: Thong Nhat, Xuan Dinh, Xuan Bac, Dinh Quan, Phu Vinh, and Cam My. Thus, if the draft is approved, in 2026, Dong Nai City aims to have 6 communes achieving New Rural Area standards, an increase of 1 commune compared to the initial target.

This presents a significant challenge because the National Criteria for New Rural Development (NRD) for the period 2026-2030 includes many newly issued indicators compared to the previous period; some indicators require a higher level of achievement. The NRD program has also undergone major qualitative changes, focusing on developing a green economy , digital transformation in agriculture, improving the environment, and enhancing the quality of life for rural people.

Specifically, the National Criteria for New Rural Development for the period 2026-2030 includes 7 newly issued indicators compared to the previous period. In addition, some indicators require a higher level of achievement than the 2021-2025 period, such as: an average annual income growth rate of rural residents of 9.5-12% (the average for the 2021-2025 period was approximately 7-8%); the existence of a "smart village" model; and concentrated agricultural production areas that comprehensively apply scientific and technological advancements and are certified for food safety…

Localities strive for breakthroughs.

Communes aiming to achieve the New Rural Area (NRA) status by 2026 are striving to overcome difficulties and challenges with high determination. In particular, localities have leveraged their unique advantages, creating momentum for breakthroughs in NRA construction. These localities are not only focusing on investing in and improving rural infrastructure but also concentrating on developing large-scale, safe, and sustainable agricultural production, linked to the construction of ecological and modern NRAs.

Xuan Dinh commune boasts convenient transportation infrastructure, including national and provincial highways. Furthermore, the commune has a relatively complete road network connecting to Long Khanh and Hang Gon wards, with ongoing expansion and construction of new roads connecting to other localities, meeting the transportation and goods delivery needs of residents and businesses. Accordingly, Xuan Dinh commune has advantages in developing an outward-oriented economy, with natural conditions such as land creating strengths in agriculture and agricultural product services, and connections with other wards creating strengths in commercial services. This transportation connectivity fosters regional linkages, promoting economic development, especially in trade and services, to improve quality of life, protect the environment, and achieve sustainable development according to a green growth model. In addition, the commune has significant potential for developing eco-tourism and resort tourism.

Ms. Dang Thi Thuy Nga, Director of Xuan Dinh Agricultural Trade and Service Cooperative, said: Farmers in the commune are very dynamic and creative in production. Many farming households have switched from crops with low economic efficiency to high-profit fruit tree farming models. In addition, the cooperative has successfully implemented the Large Field Project following a linked chain from production to consumption of VietGAP-certified durian specialties in the locality. Xuan Dinh durian products have achieved OCOP 3-star certification, contributing to building the Xuan Dinh durian brand in both domestic and export markets.

Aiming to achieve New Rural Area standards by 2026, Cam My commune has so far completed many challenging criteria. Notable achievements include: concentrated raw material areas for the commune's key crops and livestock certified for quality, linked to processing and product consumption; effective high-tech agricultural models or green and circular economy models; effective planning and implementation of OCOP product development plans linked to the local characteristics and strengths; rural tourism models within the commune's overall planning with synchronized infrastructure investment and effective operation linked to local characteristics; and effective cooperatives… Notably, the current average per capita income growth rate in the commune is approximately 6.1%. By 2025, the average per capita income is projected to reach nearly 97.5 million VND, and by the end of 2026, this is estimated to be around 103.5 million VND.

The communes aiming to achieve New Rural Area standards by 2026 are all localities that have actively and effectively implemented digital transformation and applied digital technology to develop the rural economy, forming smart rural areas, contributing to improving the quality of life for people while building civilized and modern New Rural Areas.

According to Nguyen Dai Thang, Chairman of the People's Committee of Cam My Commune: The commune continues to invest in completing rural infrastructure in line with the goal of building new rural areas in an ecological and modern direction in the new phase. In particular, the locality focuses on investing in rural infrastructure. To date, cultural institutions, schools, socialized rural transportation projects, and electricity systems serving daily life and production have been invested in comprehensively. The locality has also effectively mobilized social resources in investing in rural landscapes and environments. As a result, the appearance of the rural areas is becoming increasingly attractive and modern.
