In order to use the Enterprise Digital Transformation Index (DBI) in a unified manner; provide tools to measure, identify, and monitor the level of digital transformation of enterprises, the Ministry of Information and Communications (MIC) issued Decision No. 2158, dated November 7, 2023, approving the Project to determine the index to assess the level of digital transformation of enterprises and support to promote digital transformation of enterprises.
A deeper look at business digital transformation
The DBI index consists of two component indexes: an index to assess the level of digital transformation of small and medium-sized enterprises; an index to assess the level of digital transformation of large enterprises. Thereby, small and medium-sized enterprises can use the index of large enterprises to evaluate their enterprises to have a deeper perspective in implementing digital transformation, towards becoming large enterprises. The DBI index for small and medium-sized enterprises includes 7 main pillars: Strategic orientation; customer experience and multi-channel sales; supply chain; information systems and data management; risk management and network information security; financial management, accounting, planning, legal and human resources; people and organization. The ranking scale is based on the feedback of the participants in the assessment, the level of readiness for digital transformation of small and medium-sized enterprises is specified according to the following levels: Basic; developing; developed; advanced; leading.

The DBI index for large enterprises is divided into 6 pillars: Customers; strategy; technology; operations; culture; data. The ranking scale is based on the total score of the levels of digital transformation: Initiation (ratio less than 25%); initiation (from 25 to less than 50%); formation (from 50 to less than 75%); improvement (from 75 to less than 100%); leadership (100%). This is a set of advanced assessment criteria for enterprises to implement themselves or through consultants in the network of consultants recognized by the Ministry of Information and Communications and the Ministry of Planning and Investment to conduct the assessment. The criteria are built at an advanced level, closely following the activities of large enterprises, and are systematic to assess the level of digital transformation.
Contribute to promoting digital economic development
According to Mr. Pham Duy Loc - Director of the Department of Information and Communications, the task of digital transformation is determined to develop on 3 main pillars: Digital government - digital economy - digital society. The birth of the Project to determine the index to assess the level of digital transformation of enterprises and support the promotion of digital transformation of enterprises aims to contribute to the development of the digital economy by providing tools to measure, identify and monitor the level of digital transformation of enterprises, comparing between enterprises in the same industry. In addition, helping enterprises approach digital transformation according to qualitative criteria, as a basis for building appropriate digital transformation plans and roadmaps; creating and updating databases on digital transformation of enterprises, helping authorities have a basis to come up with appropriate plans and solutions to manage and promote the process of digital transformation of enterprises in general, developing the digital economy. In addition, through this, it is also possible to find practical examples of digital transformation in enterprises to learn from or replicate nationwide.

The implementation of the project focuses first on communication and propaganda to raise awareness and interest of the business community; promote the participation and coordination of agencies, organizations and consultants in the digital transformation process of enterprises. Along with that, building an information system to support enterprises in digital transformation, specifically the Information Portal of the Information Technology Consultant Network at https://dbi.gov.vn to monitor, evaluate activities and support enterprises in assessing the level of digital transformation. This is also the focal channel to provide and update information on digital transformation of enterprises of the Ministry of Information and Communications; announce criteria for recognizing individuals and organizations consulting in the field of information and communication; receive registration, recognize, announce, update the list and data of consultants in the information and communication technology consultant network; a tool to connect enterprises with programs and policies to support enterprises in digital transformation. The project will also provide training on the DBI Index for the community of small and medium-sized enterprises and large enterprises nationwide; organize, manage, monitor and evaluate the activities of the digital transformation consulting network for enterprises; implement policies and solutions to support enterprises, organizations, cooperatives, and business households in digital transformation... The application of the DBI Index of the project will help enterprises periodically assess the level of digital transformation of their units to have a basis for planning, updating and adjusting strategies, plans and roadmaps for digital transformation to improve the operational efficiency and competitiveness of enterprises.
