US Secretary of State Marco Rubio said the Quad group has agreed to implement initiatives to ensure a stable supply of energy and strategic essential materials to enhance security and supply chains in the Indo-Pacific region. The agreement was reached at a meeting of the Quad foreign ministers in New Delhi, India.
During the meeting, Japanese Foreign Minister Motegi Toshimitsu, US Secretary of State Marco Rubio, Australian Foreign Minister Penny Wong, and Indian Foreign Minister Subrahmanyam Jaishankar focused on discussing energy security. The discussions took place against the backdrop of ongoing conflicts in the Middle East, raising concerns about global fuel supply and prices.
Speaking at the conference, the US Secretary of State emphasized that the Quad group needs to move from a forum for discussion to concrete action in areas such as humanitarian response, energy security, freedom of navigation, and diversification of supply sources.
The Japanese Foreign Minister emphasized that the Quad group firmly opposes any unilateral attempts to change the status quo by force.

In addition, the foreign ministers reiterated their commitment to cooperation aimed at realizing a free and open Indo-Pacific (FOIP).
Following the meeting, US Secretary of State Marco Rubio stated that the four countries had agreed to implement a regional energy security initiative in the Indo-Pacific and to establish a framework for cooperation on strategic minerals.
The countries also announced the "Ports of the Future" program, with the first pilot project in Fiji aimed at upgrading port infrastructure in the Pacific region. This is considered the first joint infrastructure project implemented by all four countries.
In addition, the group also promoted cooperation in maritime surveillance, supply chain protection, and maintaining a free and open Indo-Pacific region. According to diplomatic sources, the foreign ministers are expected to push for concrete steps to diversify supply chains for critical minerals, including rare earth elements.
