Promoting space technology development as a new growth driver

On July 24, Tien Phong Newspaper organized a discussion with the theme "Making space technology a new driving force for development", gathering many international experts, domestic scientists, representatives of state management agencies and businesses operating in the field of space technology.

The seminar took place in the context of Vietnam promoting innovation, applying science and technology to improve national competitiveness. Space technology is identified as one of the important pillars in the development orientation in the coming time.

At the event, experts focused on discussing opportunities and challenges in space technology development in Vietnam; proposing solutions on mechanisms, policies and cooperation models to promote the formation of a national innovation ecosystem with the extensive participation of the space industry.

According to Dr. Nguyen Quan, former Minister of Science and Technology, space technology is not only a strategic technology but should be considered a leading technology, along with fields such as semiconductors and nuclear energy. Resolution 57/NQ-TW of the Politburo and Decision 131 of the Prime Minister have provided orientations for the development of strategic technologies and technology products, including space technology, in line with Vietnam's development capacity and needs.

In fact, Vietnam has paid great attention to this field in recent years. The Vietnam Space Center project in Hoa Lac is a clear demonstration of the commitment to invest in the field of science and technology. In addition, educational and scientific inspiration models such as the Center for Scientific Discovery and Innovation in Binh Dinh with many space-related items have attracted a large number of students.

Mr. Tran Tuan Ngoc, Director of the National Remote Sensing Department (Ministry of Agriculture and Environment), commented that the demand for space technology applications will increase sharply in the coming time, especially in the implementation of e-government and central management and supervision. According to him, space technology will be a powerful support tool for post-audit, inspection and supervision. At the same time, the Resolution on private economic development also creates conditions for businesses to participate in this field.

Ms. Le Thanh Huong, General Director of Sao Vega Technology Company Limited, said that the unit has invested in the field of space technology research for 10 years and realized that social awareness of space technology is still very limited; the unit that uses it the most is the state management agency but has not yet applied geospatial space applications to daily work; human resources for the field of space technology are still limited.

To promote the space technology and data industry, the Government needs to include geospatial technology and data in the national digital transformation program. It is an important foundation for the entire digital system to operate effectively.

Resolution 57 and recently 11 strategic science and technology fields are the driving force to help space technology be widely applied in Vietnam soon.

Currently, the Company has developed a satellite training model with 4 levels of learning and wishes to popularize knowledge to high schools and universities nationwide.

The company plans to open a Space Lab in Hoa Lac Hi-Tech Park in 2026, where space technology startups will be supported and collaborated. However, Ms. Le Thanh Huong is concerned about the delays in administrative procedures and hopes that the Government can grant priority cards to this sector to speed up the implementation of Space Lab.

Representative of the Ministry of Science and Technology, Mr. Ly Hoang Tung, Deputy Director of the Department of Science, Technology and Engineering, said that developing space technology is an inevitable requirement to ensure national security and sovereignty, while promoting socio-economic development and affirming the country's position in the region and the world. In recent years, the Party, State, Government and the Ministry of Science and Technology have issued many important documents to specify this orientation.

These include: Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation; Decision 149/QD-TTg on the National Remote Sensing Development Strategy to 2030, with a vision to 2040; Decision 169/QD-TTg on the Strategy for development and application of space science and technology to 2030; Decision 1131/QD-TTg promulgating the List of strategic technologies and technology products.

The contents of these strategies clearly identify investment priorities for developing a number of important space technologies such as: low-altitude remote sensing and telecommunications satellites; ground stations and satellite control; unmanned aerial vehicles (UAVs); balloons; and resource and environmental monitoring systems.

Reality shows that Vietnam has initially mastered the technology to manufacture some types of small satellites such as PicoDragon (2013), MicroDragon (2019), NanoDragon (2021), VNREDSat-1 (2013). Technical infrastructure - from the image receiving station to the satellite control center - is being invested in and operated by specialized agencies. The two telecommunications satellites VINASAT-1 and VINASAT-2 launched in 2008 and 2012 have contributed to ensuring information security and developing the national telecommunications infrastructure.

Along with that, the UAV system developed by the Ministry of Agriculture and Environment has been effectively applied in collecting geographic data, monitoring changes in surface cover and land use. However, these systems are still individual, the ability to commercialize and compete with domestic space technology products is still a big challenge.

Associate Professor, Dr. Pham Anh Tuan, General Director of the Vietnam Space Center, said that to remove current barriers, Vietnam needs to build a long-term strategy for the space industry, not only within a 10-year time frame but also with a vision for 2040–2050, along with a strong enough financial guarantee mechanism for implementation.

According to Associate Professor, Dr. Pham Anh Tuan, currently space activities are still scattered among ministries and sectors. The Vietnam Space Committee only operates in a coordinated manner and does not have real power. To create a combined strength, it is necessary to form a specialized national agency for aerospace, such as the model in the Philippines or countries with a systematic strategy for this technology.

“Space is not only a strategic technology but also an economic sector. The global space economy is forecast to reach 1,400 billion USD by 2030. If there is a clear national strategy, Vietnam can completely seize great opportunities from satellites, telecommunications, Earth observation to space technology application services in life and production,” Mr. Tuan commented.

The seminar is an opportunity for management agencies, experts and businesses to review the current situation and at the same time propose a more feasible and systematic development roadmap for Vietnam's space technology.
