Responsible business practices still face many challenges

Sharing at the conference "Training to improve communication capacity on policies and laws on responsible business practices", on the morning of November 13, Dr. Luu Huong Ly - Department of Civil and Economic Law ( Ministry of Justice ) said that responsible business practices require enterprises not only to comply with the law but also to implement measures to assess risks to human, social and environmental factors.

At the same time, address potential risks such as prevention, mitigation or appropriate remediation when violations occur. The key to balancing economic growth and sustainable development is promoting responsible business practices.

The documents of the 13th National Party Congress also emphasized the need to build a culture of enterprises, entrepreneurs and business; encourage enterprises to enrich themselves in accordance with the law while enhancing social responsibility. Vietnam has committed to incorporating minimum standards of responsible business practices into domestic laws as well as trade agreements with many countries and regions.

Promote responsible business practices for sustainable growth.

However, the implementation of responsible business practices in Vietnam still faces many challenges related to the awareness of state agencies, businesses and society. Along with that are challenges regarding the legal framework for responsible business practices and the effectiveness of law enforcement on responsible business practices.

This situation requires the development of a National Action Program, which includes a specific roadmap. This roadmap should focus on promoting responsible business in five areas, including: attracting high-quality foreign investment; protecting the environment; labor relations and labor standards; ensuring the civil rights of vulnerable groups and protecting consumer rights.

On July 14, 2023, Deputy Prime Minister Tran Luu Quang signed Decision No. 843/QD-TTg promulgating the National Action Program to improve policies and laws to promote responsible business practices in Vietnam for the period 2023 - 2027. The program's key areas are attracting high-quality foreign investment; labor relations and labor standards; protecting the rights of vulnerable groups; protecting the environment and protecting consumer rights.

To improve the capacity to communicate policies and laws on responsible business practices, Ms. Ly recommends that competent authorities research, develop, complete, disseminate and recommend the application of the Investment Project Screening Toolkit suitable to the local context and priorities.

“It is necessary to complete and integrate monitoring mechanisms, receive and process feedback from people and businesses at State management agencies (such as hotlines, mailboxes, dialogue activities...) regarding responsible business practices in the fields of labor, environment, consumer protection or vulnerable groups. Thereby, forming information databases on responsible business practices,” Ms. Ly emphasized.

At the same time, Ms. Ly said that it is necessary to guide enterprises to practice responsible business; encourage the development of self-correction and prevention regulations within enterprises; provide legal support for enterprises in the field of responsible business practices; organize dialogue activities with State agencies, business associations and relevant socio-political organizations and social organizations.
