The Government Office has just issued Notice No. 249/TB-VPCP on the Prime Minister's conclusion at the Conference to evaluate the implementation results of the Regulation on the working relationship between the Government and the Vietnam General Confederation of Labor.
The announcement stated: In 2023 and the first months of 2024, the international and domestic context with difficulties, challenges, opportunities and advantages intertwined, in which there are more difficulties and challenges, the Government and the Presidium of the Vietnam General Confederation of Labor have proactively, actively, seriously and effectively implemented the Regulations on the working relationship between the two sides. The coordination content has been implemented closely, comprehensively and practically, focusing on specific contents to solve the problems of housing for workers, cultural, medical, educational and sports institutions, activities to care for and improve the spiritual life and health of workers according to the Party's policies and the State's laws; many mechanisms and policies have been issued and put into practice.
The Vietnam General Confederation of Labor has promoted its role in participating in the development and implementation of policies and guidelines directly related to employment and wages; proactively grasping the implementation of policies and regimes related to the rights and interests of workers, promptly reporting to ministries, ministerial-level agencies, and government agencies on emerging issues that need to be resolved. Participating in the development of policies and laws such as the Law on Social Insurance, the Law on Housing, the Law on Land, and the Law on Employment. Trade unions at all levels have made many innovations in organization, launched emulation movements, proposed measures to promote all potentials of workers, civil servants, and laborers; mobilized cadres, union members, and laborers to innovate, promote initiatives, improve techniques, improve labor productivity, work efficiency, and develop agencies, units, and enterprises.
The Government, ministries, branches and local authorities have actively coordinated with the Vietnam General Confederation of Labor to develop and complete many projects and programs to implement the tasks of the 13th National Party Congress and Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo; coordinated to implement solutions to prevent and resolve labor disputes and collective work stoppages according to Directive No. 37-CT/TW dated September 3, 2019 of the Secretariat; coordinated to successfully organize the Congresses of Trade Unions at all levels and the 13th Congress of the Vietnam Trade Union.
The active, quality and effective implementation of the functions and tasks of each agency as well as the coordination between the two sides have contributed significantly to the overall success of the country.
On behalf of the Government, the Prime Minister warmly commended, highly appreciated and thanked the close coordination and effective support of the Vietnam General Confederation of Labor, union members and workers nationwide over the past time.
Accelerate and make breakthroughs to complete socio-economic development goals in 2024
2024 is a breakthrough year, at the same time, the world and regional situation in the coming time is forecasted to continue to develop in a complicated and unpredictable manner, creating great challenges and pressure on the direction and management of the macro economy and socio-economic development of our country, requiring us to be more determined, make greater efforts, take more drastic actions, accelerate and make breakthroughs to successfully complete the socio-economic development goals in 2024 and the 5-year Plan 2021-2025. Therefore, the direction of coordination of work in the coming time needs to focus on implementing: 1 central task, 3 concerns and 5 promotions:
One central mission:
Further improve the quality and effectiveness of coordination between the two sides, actively contributing to the successful implementation of the Resolution of the 13th National Party Congress, building a modern and strong working class, a powerful and prosperous country, and a prosperous and happy people.
Three concerns:
1- Pay more attention to listening to and understanding the thoughts and aspirations of workers, civil servants and laborers: through surveys, dialogues, voter contacts...; promptly report to the Party, government and businesses to have measures to remove and resolve difficulties for workers and laborers.
2- Pay attention to the material and spiritual life of union members and workers. Promote dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, occupational safety and hygiene, food safety for workers; take care of vulnerable groups, those in difficult circumstances, remote areas, border areas, and islands; in which, housing for workers needs to be identified as a breakthrough task.
3- Pay attention to protecting the legitimate rights and interests of workers according to the Constitution, laws and the Party's guidelines, policies and guidelines. Strengthen inspection, supervision and monitoring of the implementation of policies and laws related to the rights and interests of union members, workers and trade union organizations; promptly detect and propose strict handling of violations.
Year of promotion:
1- Promote research, development, and improvement of mechanisms, policies, and laws on labor and trade unions; create favorable conditions for workers and trade unions:
- Coordinate and advise the Politburo and the Secretariat to strengthen leadership and direction for Party committees and authorities at all levels to organize research, thoroughly grasp and seriously implement the Party's directives and resolutions on building the working class and the Vietnam Trade Union;
- Advise the Party and State to direct the review, supplementation, and development of policies and laws on labor and trade unions, focusing on submitting to the National Assembly amendments to the 2012 Trade Union Law (both to protect union members' interests; to promote the development of healthy trade unions; and to contribute to building and protecting the Fatherland in the new situation);
- Consulting on the document of the Standing Secretariat "Orienting and managing well the establishment and operation of labor organizations in enterprises outside of the Trade Union organization";
- Proactively research, propose, and participate in developing mechanisms, policies, and laws, especially social security and welfare policies for workers.
Ministries and agencies must strictly consult with the Vietnam General Confederation of Labor in developing mechanisms, policies and laws related to trade unions and workers.
2- Promote propaganda and dissemination of the Party's guidelines and resolutions, the State's policies and laws to union members and employees. In particular, propaganda to help employers, officials, union members and employees identify acts of taking advantage of the establishment and operation of labor organizations at enterprises to violate national security and cause social disorder and insecurity.
3- Promote the effective implementation of emulation movements, such as: "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste"; developing the emulation movements "Good workers", "Creative workers" that are close and suitable to each region and each subject, focusing on "Higher productivity, better quality" in the production and business sector; the movement "Good advice, good service" in administrative agencies, public service units, ... with the spirit of "Emulation is patriotism, patriotism requires emulation and those who emulate are the most patriotic", as taught by the great President Ho Chi Minh.
4- Promote the building and development of a modern and strong Vietnamese working class to meet the requirements of national development in the new period: in training workers, especially high-quality workers; enhancing the positivity, proactiveness and creativity of workers and laborers; improving productivity, quality, efficiency..., including the content of improving labor productivity.
5- Promote the effective implementation of the role of the Trade Union, as a bridge between the Party, the State and the working class and laborers of Vietnam:
- Innovating methods and content of activities, strongly and extensively applying information technology, digital transformation in Union activities, building Union databases;
- Well perform the function of representing, caring for and protecting the legitimate and legal rights and interests of workers, contributing to improving the lives of workers, building harmonious, stable and progressive labor relations in the new situation;
- Pay attention to developing party members among workers, civil servants, and laborers, especially workers directly involved in production at enterprises;
- Focus on managing Union assets and finances, ensuring strictness; public-private cooperation, effectively exploiting Union assets according to the Constitution and laws; creating conditions for union members to enjoy services according to market mechanisms.
