Mobilizing provincial-level officials to support commune-level and effectively evaluate land prices locally
Deputy Minister of Agriculture and Environment Le Minh Ngan emphasized that the implementation of the two-level local government model is posing urgent requirements in implementation organization, especially at the commune level, where most of the decentralized tasks are directly received and handled.
Localities need to review, mobilize or second capable officials from the provincial level to support the commune level; at the same time, propose adjustments to staffing and restructuring of the organizational apparatus to suit the new decentralization requirements.
One of the urgent tasks emphasized by the Deputy Minister is to build a land database to serve digital transformation and shorten the time for processing administrative procedures. Currently, the Ministry has agreed to use a nationwide software, connected to the national database.
Localities need to soon select suitable software, organize measurements, establish cadastral records, convert data into a synchronous database, and complete it before December 31, 2026.
