The document stated that, in order to fulfill the country's commitment to UNESCO in the nomination dossier for inclusion in the Representative List of Intangible Cultural Heritage of Humanity, the Ministry of Culture, Sports and Tourism issued a National Action Program to protect and promote the value of the intangible cultural heritage "Via Ba Chua Xu Festival of Sam Mountain".

Implement the National Action Program to protect and promote the heritage values ​​of "Festivals"

The Ministry of Culture, Sports and Tourism requested the People's Committee of An Giang province to direct the Department of Culture, Sports and Tourism of the province and relevant agencies, organizations and individuals to seriously implement the Action Program to protect and promote the value of this intangible cultural heritage in the locality.

Propose that the Provincial People's Committee assign specialized agencies to specify the contents of the Action Program into a Project on Management, Protection and Promotion of the Value of Intangible Cultural Heritage "Via Ba Chua Xu Festival of Sam Mountain" according to the provisions of Clause 2, Article 20 of Decree No. 39/2024/ND-CP dated April 16, 2024 of the Government stipulating measures to manage, protect and promote the value of intangible cultural heritage in the UNESCO Lists and the National List of Intangible Cultural Heritage to organize implementation in the province.

The national action program to protect and promote the value of intangible cultural heritage "Via Ba Chua Xu Festival of Sam Mountain" has 5 main contents, including raising awareness and capacity of the community and cultural subjects to preserve and promote the great and unique value of the Via Ba Chua Xu Festival of Sam Mountain.

Develop and implement activities to facilitate the practice, creation and transmission of the heritage of the Sam Mountain Lady Festival.

From there, create conditions to continue researching, inventorying, collecting, and documenting the heritage of the Ba Chua Xu Festival in Sam Mountain; digitizing and building a database to introduce and promote the festival; Organizing exhibitions and performances of folk arts of communities practicing in the festival in provincial museums.

Based on the regulations, annually, organize the Ba Chua Xu Sam Mountain Festival in a solemn, respectful, economical manner, in accordance with the principles of heritage practice, with the participation of the people, contributing to connecting communities, praying for the peace and prosperity of the country; Organize the transmission of knowledge and skills to practice heritage in the community; Honor and reward individuals and communities with many contributions in practicing, transmitting, protecting and promoting the heritage values ​​of the Ba Chua Xu Sam Mountain Festival.

Develop diverse cultural, educational and communication programs to introduce and promote in order to raise awareness and social responsibility for protecting and promoting the heritage value of the Sam Mountain Lady Festival.

At the same time, improve the capacity of cultural management and cultural heritage management for those working in cultural work at the grassroots level to work with the community to plan to restore, protect, maintain and promote the heritage value of the Sam Mountain Lady Festival.

Strengthen training and update knowledge about the heritage of the Ba Chua Xu Festival in Sam Mountain and about the management of intangible cultural heritage for local cultural managers and professionals.
