Resolutely implement tasks and solutions to disburse public investment capital plan in 2025

On August 18, Mr. Dang Van Chinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a conference to review the province's basic construction work in the first 8 months of the year, and deploy tasks and solutions for the last months of 2025.

Mr. Dang Van Chinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee proposed to enhance the role and responsibility of leaders of departments, branches, localities and investors in implementing the capital plan for 2025.

According to the Provincial Steering Committee for Basic Construction, the 2025 public investment capital plan has been given strong, close, and focused direction by the Provincial Party Committee, People's Council, and People's Committee, and has been regularly inspected, supervised, and urged by sectors, Project Management Boards, and localities to implement and disburse. The Provincial People's Committee has assigned disbursement targets to each sector, locality, and investor. At the same time, it has issued directives and guiding documents... to resolutely implement solutions and quickly disburse capital plans from the beginning of the year.

The total capital plan for 2025 is more than 19,650 billion VND, estimated disbursement by August 30, 2025 is more than 6,668 billion VND, 33.94% of the plan (of which, the capital plan assigned by the Prime Minister is more than 17,008 billion VND, estimated disbursement by August 30 is 38.14% of the plan). However, the implementation and disbursement progress is still slow compared to the requirements. Up to now, there are 28 transfer projects (capital plan of 300 billion VND) that have not been disbursed, 87 new projects (capital plan of 2,705 billion VND) that have not been started. In addition, the work of investment preparation, site clearance, construction design - cost estimates for many projects is still slow.

Mr. Dang Van Chinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee noted that departments, branches, and localities need to continue to resolutely implement tasks and solutions to disburse the public investment capital plan in 2025. In particular, enhance the role and responsibility of leaders of departments, branches, localities, and investors in implementing the capital plan.

Further promote the role of the presiding agency, coordinate with the work of inspecting, urging, and supervising the implementation of the capital plan; regularly work with contractors to urge and accelerate construction progress, closely monitor the implementation plan and disbursement of each project. At the same time, strengthen coordination in implementation, resolve difficulties and obstacles at each stage of the public investment process and procedures... to promote disbursement of the capital plan, promote economic growth.
