Highlights of investment attraction
In order to maximize the advantages of the Long Thanh Airport Project and Dong Nai River, the province has planned to invest in functional areas in Long Thanh district (old), including: Innovation Complex, Western Gateway Area of Long Thanh Airport and Long Thanh Urban - Service Area.
Head of the Department of Urban Planning and Development Management, Department of Construction Nguyen Thi Vinh An said: The innovation complex is planned to be built on a scale of about 300 hectares in Binh An commune. Currently, the Department of Construction has proposed that the Provincial People's Committee assign the Department of Science and Technology to be the investor to organize the establishment of a zoning plan (scale 1/2,000) for this functional area. During the implementation process, the Department of Science and Technology is responsible for presiding over and coordinating with the People's Committee of Binh An commune and related units to review and determine the boundaries and scope of the planned planning area based on the comparison of the area that the People's Committee of the old Long Thanh district has identified in the planning adjustment dossier, the land use plan of Long Thanh district previously submitted for appraisal.
Meanwhile, the western gateway area of Long Thanh Airport is planned to be built on a scale of more than 6.4 thousand hectares within the administrative boundaries of Long Thanh and Long Phuoc communes. This is the area proposed to be included in the Project to establish a free trade zone associated with Long Thanh Airport of the province.
As for Long Thanh Urban - Service Area, it is a functional area oriented to exploit the potential and advantages of Dong Nai River in urban and service development. Long Thanh Urban - Service Area has a scale of more than 2 thousand hectares, located in An Phuoc commune. With the Long Thanh Urban - Service Area Zoning Project, it was previously implemented by Long Thanh District (old) and the Provincial People's Committee approved the task of establishing the zoning plan.
According to Ms. Nguyen Thi Vinh An, the three functional areas mentioned above play a very important role in attracting investment to exploit the potential and advantages of developing the Dong Nai River as well as the Long Thanh Airport Project which is about to be put into operation.
"The Department of Construction has identified these as areas that need priority for zoning planning," said Ms. Vinh An.
According to Resolution 66.1, zoning plans for urban areas can be newly established or adjusted at the same time as the process of establishing or adjusting provincial planning or general urban planning and approved before the approval of provincial planning or general urban planning. After approval, zoning plans are updated and integrated into provincial planning or general urban planning to ensure consistency and synchronization.
Applying resolutions to remove obstacles to soon complete zoning planning
According to the Department of Construction, in February 2024, the Government approved the master plan for Long Thanh urban area, Dong Nai province until 2045. Recently, the provincial authorities have been carrying out procedures to establish, submit for appraisal and approval of this planning project. The approval of the Long Thanh urban master plan is the basis for implementing the zoning plan for the above functional areas. However, due to the urgent nature of attracting and calling for investment, the zoning plans for these functional areas need to be accelerated for establishment, submission for appraisal and approval.
According to Chairman of Long Thanh Commune People's Committee Le Hoang Son, for planning projects of functional subdivisions in the area, the locality proposed to apply Resolution No. 66.1/2025/NQ-CP dated July 18, 2025 of the Government stipulating the handling of difficulties and problems in establishing new, adjusting and approving subdivision plans for urban areas when implementing the arrangement of administrative units at all levels and organizing 2-level local governments to speed up the implementation progress.
The Department of Construction proposed to apply Resolution 66.1 to implement the work of zoning planning for all 3 functional areas mentioned above; at the same time, it recommended that the Provincial People's Committee direct the People's Committee of Long Thanh commune to review and collect all documents related to the Long Thanh Urban - Service Area Zoning Planning Project to hand over to the Department of Construction for receipt and continued implementation.
Recently, at the end of July 2025, at a working session to listen to a report on urban and rural planning in the province, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha agreed to apply Resolution 66.1 to accelerate the progress of zoning planning for the above 3 functional zones; at the same time, agreed to assign the Department of Science and Technology as the investor to organize the zoning planning for the Innovation Complex. The Department of Construction is responsible for organizing the zoning planning for the western gateway area of Long Thanh Airport and Long Thanh Urban - Service Area.
