The PAPI index is determined based on 8 content indicators, with 29 sub-indicators and more than 120 key indicators. The content indicators include: Citizen participation at the grassroots level; Transparency and openness; Accountability to the people; Control of corruption in the public sector; Provision of public services; Public administrative procedures; Environmental governance; and E-governance. The maximum total score for PAPI is 80 points, evenly distributed among the 8 content indicators.

In 2024, the PAPI research team conducted a survey through direct interviews with 300 people in Ca Mau province. The results showed Ca Mau achieved 44.52 points, ranking 17th out of 63 provinces and cities nationwide (an increase of 38 places compared to 2023) and second in the Mekong Delta region.

To improve the PAPI Index, the Chairman of the Provincial People's Committee requested regular monitoring and correction of the working style, conduct, and attitude of civil servants and officials at the one-stop service centers at all levels, especially at the commune level.

Accordingly, the province improved its scores in 7 out of 8 indicators, notably the "Accountability to the People" index increased by 44 ranks; the "Transparency in Policy Planning" index increased by 41 ranks; the "Public Administrative Procedures" index increased by 31 ranks; and the "Control of Corruption in the Public Sector" index increased by 21 ranks...

One of the outstanding highlights is the impressive result in the "Accountability to the People" index, with 13 component criteria showing an increase in score, moving Ca Mau province from 47th place in 2023 to 3rd place nationwide. This figure demonstrates a significant improvement in the effectiveness of interaction with the government, addressing complaints, denunciations, and concerns of the people, and access to judicial services.
