As one of nearly 1,000 students participating in the Forum, student Tuan Anh (class 11D2, Ha Huy Tap High School) asked: “I have a friend who tried smoking e-cigarettes. After a period of use, he now regularly uses e-cigarettes and occasionally smokes cigarettes. Can you tell me if he is addicted to cigarettes? What should I do to make him want to quit smoking e-cigarettes?
Doctor Nguyen Duc Tai answered, nicotine is the most addictive substance in cigarettes, more than all other addictive substances.
First, addiction has some symptoms, characteristics such as craving, the person has some phenomena such as increasing the quantity, increasing the time of use. If not used, there is a feeling of discomfort, restlessness.
Addicts will spend time and money using that substance, leading to reduced time for other activities such as studying and having fun with friends.
“So how can you help your friend reduce or quit smoking? First, you need to work with your family and school to find out why your friend uses tobacco. You can point out the harmful effects of tobacco use or ask an expert to come up with appropriate solutions for each subject and each cause to help your friend reduce or quit smoking,” said Dr. Nguyen Duc Tai.

From the student’s perspective, Lau Nguyen Huong Mo believes that parents and teachers can recognize signs such as: strange body odor, frequently holding or sucking on objects that look like drugs; secretly using the phone or going out unusually. In addition, psychological changes, poor academic performance or hanging out with bad friends are also noteworthy signs.
As a student at Nghe An Province's Ethnic Boarding School, living far from home and without parental supervision, Huong Mo is confident because of the support of teachers and student management staff.
“Therefore, to avoid the temptations of social evils, including cigarettes, we need to strictly follow the school's rules and regulations. In addition, we have participated in extracurricular programs and thematic activities organized by the School Youth Union related to cigarettes or electronic cigarettes to raise our awareness of this evil. If we discover a case of a student violating the regulations or using addictive substances, we will advise them to give up this bad habit. Or we will report it to the school to take appropriate measures,” Lau Nguyen Huong Mo said.

According to statistics, the rate of electronic cigarette use in Vietnam increased from 3.5 to 8% within 1 year. Worldwide, this rate ranges from 9-11%. What leads to the shift to electronic cigarette smoking is the attractive characteristics of electronic cigarettes, creating novelty for students, creating the illusion of cool style.
E-cigarettes essentially contain tobacco and nicotine. Therefore, people who use e-cigarettes are at risk of respiratory diseases, pneumonia, and difficulty breathing. In addition, e-cigarettes also contain many flavorings and essential oils, which can cause mental disorders. People who use e-cigarettes may have emotional symptoms such as irritability and loss of concentration. Substances in e-cigarettes can also cause paranoia and hallucinations in users.
“Parents and guardians can create an open environment. Openness makes children feel safe and able to share. In addition, schools can observe the aspect of friends. Because students of this age spend time with friends, learn from friends. Therefore, if our children play with and follow groups of friends who use tobacco, the rate of using e-cigarettes will be higher,” said Dr. Nguyen Duc Tai.

The problem of buying and selling electronic cigarettes is too easy

Captain Tran Huu Dac, Department of Drug Crime Investigation, Nghe An Provincial Police, said that recently, the situation of trading electronic cigarettes, heated tobacco products and new addictive substances in Nghe An in general and Vinh City in particular has many potential complicated developments.
“Currently, buying and selling on social networks is taking place openly. Any subject can find group pages on social networks to access, buy and sell openly, so managing the buying and selling of electronic cigarettes is facing many difficulties,” said Captain Tran Huu Dac.
From 2024 to present, Nghe An Provincial Police have detected and handled more than 20-30 cases of violations related to the purchase and sale of drugs disguised as food, drinks, electronic cigarettes and violations of the law related to laughing gas; seized more than 15,000 electronic cigarettes, 200 grams of tobacco fibers, 180 N20 gas cylinders. Of which, 19 cases were administratively sanctioned, 27 subjects were punished and 1 case of 3 subjects was prosecuted for the act of illegally buying and selling drugs disguised as electronic cigarettes.
Electronic cigarettes will be considered a banned item.
Captain Tran Huu Dac, Department of Drug Crime Investigation, Nghe An Provincial Police, said that on November 30, 2024, at the 8th Session of the 15th National Assembly , the National Assembly officially passed Resolution 173 on questioning activities, in which the National Assembly agreed to ban the production, trading, import, harboring, transporting, and use of electronic cigarettes, heated tobacco, gases, and addictive substances that are harmful to human health from 2025, ensuring public health, social order and safety.
Thus, from 2025, electronic cigarettes will be considered a prohibited item in Vietnam. If individuals or organizations violate, they will be punished according to current regulations.
Regarding administrative sanctions, there is no administrative sanction level for e-cigarette users. However, if e-cigarettes contain narcotics, e-cigarette users may be subject to administrative sanctions as follows: Clause 1, Article 23 of Decree 144/2021/ND-CP stipulates that illegal users of narcotics may be warned or fined from VND 1,000,000 to VND 2,000,000. Regarding criminal matters, the 2015 Penal Code has not yet prescribed any crime for the use of prohibited substances. Therefore, if a person only uses e-cigarettes but does not produce, trade, store, or transport, he/she will not be criminally prosecuted. However, if he/she uses e-cigarettes and also produces, trades, stores, or transports, he/she will be criminally prosecuted depending on the severity of the violation.

Student Le Anh Quan said that no one in his family smokes. But if someone in his family does, Quan would be very worried about their health. Quan said that he feels sad because cigarettes are not only harmful to the smoker but also affect the family members and those around them.
If he catches his friends using e-cigarettes, Quan confidently reminds them and reports them to their family members. He also invites them to join extracurricular activities so they don't have time to use e-cigarettes.
Quan said that the act of buying electronic cigarettes is common, especially among young people in recent times, buying and using more and more. This is a burning issue that needs attention. The proposed solution is that the State needs to tighten the tobacco market, at the same time, impose heavier sanctions on those who buy and sell illegal cigarettes; diversify the forms of propaganda messages about electronic cigarettes, especially addictive substances in schools.
Faced with the problems of e-cigarettes, Le Anh Quan said he has been equipped with enough knowledge and tools to prevent the addictive substance of e-cigarettes. The motto is to avoid and limit contact with e-cigarette users, stay away from temptations to use e-cigarettes. Along with that, report to the competent authorities about the use of e-cigarettes, especially the buying and selling of e-cigarettes. In addition, encourage those who have used the drug to gradually change their awareness and stop using cigarettes.

Student Phan Quynh Phuong (class 12C1, Phan Boi Chau High School for the Gifted) said that refusing the invitations of friends is not easy. Most students are afraid of offending their friends or the pressure from the fear of being isolated, or being different from everyone else makes it difficult to refuse.
“At our age, we lack experience and want to be recognized by our friends, so we mistakenly think that accepting invitations will increase our self-esteem. Tobacco, e-cigarettes, and new addictive substances have been gradually penetrating the school environment at all three levels from primary, secondary to high school and among young people. Statistics from the Ministry of Health show that the rate of 13-15 year old students using e-cigarettes has more than doubled, from 3.5% in 2022 to 8% in 2023, showing a worrying trend among young people.
The World Health Organization (WHO) says that globally, nearly 37 million children aged 13–15 are using tobacco products, with e-cigarette use among adolescents surpassing that of adults in many countries.
Faced with the harmful effects of e-cigarettes, the National Assembly agreed to ban the production, trading, import, storage, transportation, and use of e-cigarettes, heated tobacco products, gases, and addictive substances that are harmful to human health from 2025, ensuring public health, social order, and safety.
