Pursuant to the Decision of the Ministry of National Defense , Colonel Hoang Van Nhan, Deputy Secretary of the Party Committee and Political Commissar of the City Military Command, retired from July 1, 2025 and appointed Senior Colonel Truong Viet Hai, Political Commissar of the City Military Command, to hold the position of Political Commissar of the City Military Command.

Speaking at the Conference, Lieutenant General Ha Tho Binh assessed Senior Colonel Truong Viet Hai as a cadre with solid political qualities, basic training, capacity, and qualifications, and having successfully completed assigned tasks in all positions. At the same time, he requested Senior Colonel Truong Viet Hai in his new position to continue to cultivate, train, and promote the achievements of the City Military Command and his predecessors, build solidarity and unity, together with the Party Committee and the City Military Command to advise the local Party Committee and authorities to lead and direct the city's armed forces to excellently complete all assigned tasks. The focus is on directing the activities of local military agencies when organizing two-level local governments; directing the careful preparation and successful organization of the Congress of affiliated Party Committees and the 13th City Military Party Congress, term 2025 - 2030.
