Forest environment becomes livelihood
Leading visitors to the Par Le stream ecotourism area (in A Luoi 5 commune), Ms. A Kieng Thi Lich, Director of the Hong Ha Tourism Service Cooperative, shared that with the attention and facilitation of authorities at all levels and the forestry sector, the Par Le stream community tourism site was formed and put into operation in 2016. Previously, it was only a community tourism cooperative, consisting of 17 local households spontaneously organizing exploitation. Up to now, the economic efficiency of the ecotourism area from this forest environment has created the basis for the locality to establish the Hong Ha Tourism Service Cooperative.
Along with the Par Le stream tourist area, ethnic minorities in this highland area have also effectively exploited eco-tourism sites, such as: A Nor waterfall, A Lin stream, Tom Trung hot spring... When services from the forest environment become the livelihood of the people here, they have become aware of their responsibilities and identified the immediate and long-term benefits they will receive from the forest. From there, they consciously impact the place to contribute to improving their own lives, thanks to which each person living in the buffer zone also becomes a... "forest ranger", contributing to protecting and preserving the forest.
In May 2019, Bach Ma Village Ecotourism Area of more than 3.3 hectares located in Bach Ma National Park (BNP) was formed from the forest environmental service rental activities and officially came into operation. This is a tourist area that exploits natural resources well to bring a friendly resort space for tourists. This tourist area was formed from the "BNP Ecotourism Project to 2020, vision to 2030", aiming to mobilize all social resources to exploit the potentials and advantages of geographical location, natural conditions, cultural history of BNP. Thereby, creating sustainable financial resources for forest protection, conservation, biodiversity, contributing to the budget and contributing to increasing income for local people.
Director of Bach Ma Villa Company, Mr. Nguyen Tuan Khanh said that with the attention and facilitation from the National Park and departments, branches and localities, the investment procedures for this tourist area in the direction of leasing the forest environment were carried out quite smoothly. Thanks to that, the enterprise has saved costs and the project has been operating very effectively so far, contributing to creating jobs for many local workers.

Promoting the multi-use value of forests
Mr. Nguyen Vu Linh, Director of the National Park, informed that from the success of Bach Ma Village Tourist Area, the National Park has built a Project to develop ecotourism, resorts and entertainment in the National Park for the period 2021 - 2030 in accordance with relevant legal regulations. The scale of the project has 14 routes and 12 areas for ecotourism, creating one of the attractive destinations that cannot be missed in the tourist itinerary of the Hue region and the Central region.
Accordingly, recently, the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) approved the Ecotourism, Resort and Entertainment Project of Bach Ma National Park in Decision No. 942/QD-BNN-LN dated February 27, 2025, with a total planning area for 12 ecotourism, resort and entertainment venues of more than 2,535 hectares. According to the leaders of the National Park, the project will be the basis for inviting investors and businesses to develop investment ideas for projects in approved planning areas in the form of cooperation and association with the National Park or renting forest environment for ecotourism services. This move aims to create opportunities for investors and organizations to sustainably and effectively exploit the ecotourism potential of Bach Ma in association with biodiversity conservation and socio-economic development in the locality.
After the success of Bach Ma Village Ecotourism Area, the first project implemented under the method of the State leasing special-use forest environment for effective ecotourism development, VQGBM promotes cooperation in ecotourism development according to the approved project, associated with conservation and sustainable development of forest resources. The unit also creates maximum favorable conditions to attract investors to gradually complete the technical infrastructure system and tourism infrastructure. At the same time, diversify products, establish tourism routes, create attractive destinations as a basis for VQGBM to become a unit with unique and distinctive tourism products of international standards.
In addition to the Central regulations, last September, the City People's Council also issued a resolution regulating investment levels and investment support in forestry in the city to ensure compliance with local socio-economic conditions and consistent with current legal regulations. This is the basis for allocating budgets to agencies, units, organizations, households, individuals, and communities related to forest protection and development, forest product processing, etc.
Mr. Nguyen Dinh Duc, Director of the Department of Agriculture and Environment, said that promoting the multi-use value of forests is an inevitable trend to increase income for people living near forests. This is an effective and sustainable solution to protect forests, create jobs, increase stable income and improve the material and spiritual life of ethnic minorities, mountainous people, forest workers and people living near forests, contributing to the socio-economic development of the locality. At the same time, it mobilizes social resources to develop tourism services, increase revenue for reinvestment in effectively implementing plans for management, conservation and sustainable forest development.
