Organize appraisals of environmental impact assessment reports of projects in the Army according to decentralization, submit to the head of the Ministry of National Defense for approval. Coordinate with relevant functional agencies to propose mobilizing national science and technology potential to serve national defense. Preside over and coordinate the direction of research, compilation, and completion of the system of regulations, rules, training materials, and teaching materials. Preside over the construction of a database system on scientific, technological, innovation, and environmental protection activities in the Army.

In 2025, the Department of Military Science will advise on the development and implementation of Resolution No. 3488-NQ/QUTW of the Central Military Commission, Plan No. 2812/KH-BQP of the Ministry of National Defense to implement Resolution No. 71/NQ-CP of the Government on amending and supplementing the Action Program to implement Resolution No. 57/NQ-TW of the Politburo . Successfully organize many conferences and seminars on science and technology. Advise on the development of proposals for ordering a list of scientific and technological tasks, research and development of weapons and technical equipment of strategic significance, "O" series production tasks, basic research tasks, foundational technologies, core technologies and potential investment projects for the period 2025-2030. Focus on directing the acceleration of the implementation of key national and Ministry of National Defense programs, projects and science and technology projects. Complete the review of professional-technical-professional officer titles in 2024 and 2025. Promote the application of information technology, digital transformation, and build a database to serve the direction and operation of unit activities and the military science sector.

Based on the report and proposal of the Department of Military Science and the opinions at the conference, in his concluding remarks, Senior Lieutenant General Le Huy Vinh requested the Department of Military Science to preside over and coordinate with relevant agencies and units to organize the review and appraisal of funding for scientific and technological projects to deploy strategic weapons and technical equipment products in accordance with current regulations. Speed ​​up the progress of deploying strategic technology products, synthesize reports to the head of the Ministry of National Defense. Proactively coordinate to review project documents to ensure compliance with the direction of the head of the Ministry of National Defense, promptly report to approve the investment policy. Continue to implement the Project to build a database system for the military science sector; strive to put it into exploitation and use soon.

Along with that, the Department of Military Science needs to continue to closely monitor the Ministry of Science and Technology and State agencies, so that when the guiding documents for the Law on Science, Technology and Innovation 2025 are issued, it will promptly complete the documents of the Ministry of National Defense to ensure synchronization, completion, and smooth implementation in practice.
