In order to implement the policy of implementing investment projects to enhance strategic science and technology capacity and strategic weapons and equipment products, the Navy proposed the Ministry of National Defense to invest in building two projects at two units of the Navy. These are urgent projects, in the context of increasingly developing automation technology and modernization of equipment on military ships.

Based on the survey results, the two units have developed a scale and investment plan for purchasing specialized equipment and software for the projects. Successfully implemented projects will enhance the capacity for autonomous research, design, and manufacture of new technological equipment; inspect, test, and calibrate equipment before installation; cooperate in technology transfer; create a strategic breakthrough in localizing technology and equipment; serve scientific research and training of technical staff, thereby contributing to enhancing the technical capacity of the Navy.

Concluding the conference, Senior Lieutenant General Le Huy Vinh requested the Navy and the two above units to seriously absorb the opinions of relevant agencies and units; continue to review and carefully study project documents, closely follow the policies, orientations, goals and requirements to build an investment plan with high feasibility, in line with functions and tasks, and not overlapping with other units in the Ministry of National Defense.

Senior Lieutenant General Le Huy Vinh noted that each project must select modern, practical, synchronous, unified technological equipment that can be put into use immediately; be compatible and combined with existing equipment; be easily upgraded and expanded when needed; the product needs to be based on basic technology, core technology, and new technology that directly serves the assigned tasks. Select partners to implement the project in forms according to legal regulations, must meet standards and requirements on expertise, personnel, and professional responsibility. Prepare well-qualified human resources for implementation; coordinate with functional agencies, academies, and military schools in the process of receiving and researching and developing later.
