Close coordination with the police force

To combat and destroy many drug trafficking and transportation networks and organizations, the Department of Drug and Crime Prevention (Border Guard Command) regularly coordinates with the Department of Drug Crime Investigation Police ( Ministry of Public Security ). Professional units regularly exchange information, coordinate to set up special projects, and verify information sources. In addition, the drug and crime prevention forces of the Border Guard Commands of provinces and cities closely coordinate with the police force to track down subjects and verify the source of drugs smuggled from abroad into the country.

In early August 2025, receiving information that a large quantity of drugs was expected to be brought into Vietnam through the border in Nghe An and Ha Tinh provinces, the Department of Drug and Crime Prevention and Control coordinated with the police force to establish a project, identifying the leaders and followers in this drug ring. The project team synchronously deployed socialized reconnaissance and direct reconnaissance measures to monitor the subjects transporting drugs from Laos to Vietnam through the North Central provinces, to Phu Tho and Hanoi for consumption, led by Chu Anh Tuan (residing in Phong Chau ward, Phu Tho province) in the country and managed by a Vietnamese subject in Myanmar.

Through secret surveillance combined with verification, the task force discovered that from August 18 to September 20, 2025, Chu Anh Tuan directed Nguyen Thi Cuc and his accomplices to conduct 17 transactions with a large quantity of synthetic drugs. On September 12, Tuan traveled by train to transport 2 suitcases to Nguyen Van Tung (residing in An Giang) at Bien Hoa station, Dong Nai. Thus, from the initial group of subjects, the map of the large drug crime ring was expanded.

Major General Do Ngoc Canh, Director of the Department of Drug and Crime Prevention, commented: "This is a large drug ring with many branches operating in a wide area. They use telecommunications networks combined with social networks to unify the type, quantity, and price, then use junk phone numbers to notify the previously agreed 4-digit password to notify the address and time of delivery. Without close coordination between the forces, the task force cannot trace the route of the goods and the subjects."

Notably, the activities of this drug ring have revealed new tricks of drug traffickers. After agreeing on quantity, price, and transaction time, they collect goods and hide them in many locations, assigning many transporters in layers to bypass the authorities. Their delivery method is "non-contact". Tuan directed his juniors to bring drugs to the cemetery area in Binh Nguyen commune, Phu Tho province to hide, then take pictures and send the location to the buyers to receive the goods.

Coordinate smoothly, destroy the criminal network

Determining the scale and complexity of this drug trafficking and transportation network, the Department of Drug and Crime Prevention and Control discussed with the Department of Drug Crime Investigation, agreed on a plan to destroy it and assigned tasks to the parties. The A825p task force was supplemented and the units participating in the task agreed on the time and plan to organize the case when the criminals carried out drug delivery; determined 7 points to arrest 18 to 20 subjects in 6 provinces and cities.

On the afternoon of September 21, detecting signs that the subjects were preparing to make a transaction, the task force arranged reconnaissance teams and groups to position and assigned them to follow the subjects closely. At about 8:00 p.m. the same day, detecting that Chu Anh Tuan was using an electric bicycle to carry a white bag to the cemetery in Binh Nguyen commune, as planned in plan 3, the task force ordered the reconnaissance teams to simultaneously approach and arrest the subjects at the assigned locations. At the same time, at the crime spots where the drugs were hidden, the task force broke the door, attacked, restrained the subjects, and seized more than 770 kg of synthetic drugs.

Major General Do Ngoc Canh said: "The forces participating in the fight against the project have shown a fierce spirit, close coordination, high determination, and are ready to receive and complete tasks in all situations." The project has achieved all three political, professional, and legal requirements; destroying a transnational drug ring that operates on a large scale and is tightly organized. This is a breakthrough in professional work, application of science and technology, digital transformation, synchronous use of measures, and close coordination and cooperation between forces, creating a continuous battle formation, thereby controlling and arresting the entire criminal ring.
