As reported by the People's Representatives Newspaper, on the afternoon of December 18th, at the National Assembly building, National Assembly Chairman Tran Thanh Man received Lao Foreign Minister Thongsavanh Phomvihane.

In a warm and friendly atmosphere, demonstrating Vietnam's special appreciation for the special solidarity relationship between Vietnam and Laos, National Assembly Chairman Tran Thanh Man warmly welcomed Minister Thongsavanh Phomvihane and the delegation from the Lao Ministry of Foreign Affairs on their official visit to Vietnam and co-chairing the Ministerial-level Political Consultations.
The Chairman of the National Assembly highly appreciated the two sides' active maintenance and development of this mechanism, thereby strengthening information exchange and increasingly effective cooperation, contributing to the successful fulfillment of the tasks entrusted by the Parties and Governments of the two countries in promoting the special Vietnam-Laos relationship; expressing confidence that the results of the visit will contribute positively to consolidating and strengthening the great friendship, special solidarity, comprehensive cooperation, and strategic linkage between Vietnam and Laos.

The Chairman of the National Assembly emphasized that the visit took place in the context of the two Parties and States actively implementing the Resolutions of their respective Party Congresses and their socio-economic development plans. It also followed the successful State visit to Laos by General Secretary To Lam and his wife, along with a high-level delegation from the Vietnamese Party and State, to attend the 50th anniversary of Laos' National Day and co-chair the high-level meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party. During the visit, the leaders of the two countries officially elevated bilateral relations to the level of "Great Friendship, Special Solidarity, Comprehensive Cooperation, and Strategic Linkage," creating an important foundation for the continued development of relations between the two Parties and countries in the new phase.

On this occasion, the Chairman of the National Assembly congratulated Laos on the great, comprehensive, and historically significant achievements it has attained in 50 years of national construction and development, and 40 years of reform; highly appreciated Laos' active implementation of the Resolution of the 11th National Congress of the Party and the 9th Five-Year Economic and Social Development Plan, considering this an important foundation for Laos to overcome difficulties and continue to move steadily forward on the path of national defense and development; expressed confidence that, under the leadership of the Lao People's Revolutionary Party and the effective management of the National Assembly, Laos will continue to achieve even greater new successes, successfully implement the Resolution of the 11th National Congress of the Party, and successfully organize the 12th National Congress of the Party in early January 2026.

Congratulating and appreciating the results of the political consultations between the two Foreign Ministers, considering this an important preparatory step to further deepen the comprehensive cooperation between the two countries in the future, the Chairman of the National Assembly emphasized that the cooperative relationship between the two Foreign Ministries has a long tradition of close and effective coordination over many years and is increasingly being strengthened, making practical contributions to enhancing political trust and strategic coordination between the two Parties and the two States.

The Chairman of the National Assembly stated that the relationship between the Vietnamese National Assembly and the Lao National Assembly has continuously developed, clearly demonstrated by the joint publication of the book "50 Years of Relations between the National Assembly of the Socialist Republic of Vietnam and the National Assembly of the Lao People's Democratic Republic - Comprehensive Cooperation and Development" - an important milestone contributing to the dissemination and education of the special solidarity tradition to future generations. The National Councils and specialized committees of the two National Assemblies regularly exchange experiences in the fields of legislation and supervision, thereby enhancing the effectiveness of each legislative body.
The Speaker of the National Assembly expressed confidence that, with thorough preparation of documents and personnel matters, the two parties would successfully hold their congresses early next year.

Welcoming and highly appreciating the increasingly close and effective cooperation between the two countries' Ministries of Foreign Affairs in recent times, the Chairman of the National Assembly suggested that both sides continue to closely coordinate the effective implementation of the Vietnam-Laos Joint Statement, the Cooperation Agreement between the two Governments, and cooperation programs between the two sides, making an important contribution to preserving and developing the special traditional friendship between the two Parties, the two States, and the people of Vietnam and Laos.
Lao Foreign Minister Thongsavanh Phomvihane respectfully thanked National Assembly Chairman Tran Thanh Man for taking the time to receive him; respectfully conveyed greetings from high-ranking Lao leaders to National Assembly Chairman Tran Thanh Man, especially from National Assembly Chairman Saysomphone Phomvihane; and informed the National Assembly Chairman about the results of the 12th Ministerial-level Political Consultative Meeting.

Minister Thongsavanh Phomvihane expressed his delight at the significant development achievements that Vietnam, under the leadership of the Communist Party of Vietnam, has attained in recent years, continuing to be a bright spot and belonging to the group of high-growth countries in the region and the world; he expressed confidence that Vietnam will successfully implement the Resolution of the 13th National Congress of the Communist Party of Vietnam, successfully organize the 14th National Congress of the Communist Party of Vietnam, and become a developed, high-income country by 2045.
Minister Thongsavanh Phomvihane stated that, along with other diplomatic activities between the two countries, the Lao Ministry of Foreign Affairs and the Vietnamese Ministry of Foreign Affairs have regularly maintained reciprocal visits and contacts, and effectively implemented a comprehensive consultation and coordination mechanism.
Within the framework of this year's Political Consultations, the two sides conducted extensive exchanges on many areas of cooperation, with particular emphasis on coordinating the implementation of high-level agreements reached after the Summit Meeting between the two Parties as well as the 48th Session of the Intergovernmental Committee of the two countries held in early December; and discussed future directions for cooperation.

Minister Thongsavanh Phomvihane affirmed that the Lao Party, State, Government, and people always attach great importance and give the highest priority to consolidating and strengthening the great friendship, special solidarity, comprehensive cooperation, and strategic linkage with Vietnam; expressed sincere gratitude to the Vietnamese Party, National Assembly, Government, and people for always giving Laos valuable cooperation and support in the struggle for independence in the past as well as in the current process of national construction and development; and requested the Vietnamese side to continue sharing experiences on amending the Constitution, building laws and institutions, stabilizing the macroeconomy, and building an independent and self-reliant economy.

National Assembly Chairman Tran Thanh Man affirmed and highly appreciated the comprehensive and increasingly in-depth development of Vietnam-Laos cooperation in all fields. The political relationship between the two countries continues to be firmly consolidated, close and trustworthy, creating an important foundation to promote cooperation in defense, security, economy, culture, education and training, and exchanges and cooperation between localities of the two countries in an increasingly effective and substantive manner, contributing to further deepening the great friendship, special solidarity, comprehensive cooperation and strategic linkage between Vietnam and Laos.

On this occasion, the Chairman of the National Assembly requested that the agencies of both countries actively and proactively implement effectively the commitments made by high-level leaders following the State visit to Laos by General Secretary To Lam, the high-level meeting between the two Parties in Laos, and the results of the 48th Session of the Intergovernmental Committee of the two countries. At the same time, they should continue to leverage potential and advantages, strongly promote key cooperation projects, including the 500kV power transmission line project from Laos to Vietnam, the construction project of the Lao-Vietnamese Friendship University, as well as strengthen coordination to ensure the security and safety of the Mekong River water resources for the practical benefit of the people of both countries.

Both sides agreed to continue maintaining exchanges of high-level and other delegations, and to strengthen the sharing of experiences in national governance and Party building.
