According to the plan, the intensive propaganda campaign will be implemented synchronously from the provincial level to the grassroots, with the goal of widely disseminating the Party's guidelines and the State's policies and laws on social insurance and health insurance; providing complete, timely, and accurate information on the implementation of these policies in the area. This will help people better understand the role, significance, and practical benefits of participating in social insurance and health insurance, especially voluntary social insurance, and encourage them to proactively participate to ensure long-term stable living conditions.
The theme for the 2026 National Social Insurance Campaign Month is "Social Insurance - A Lifelong Foundation for Social Security," with many guiding and widely disseminated messages such as: Social insurance and health insurance are the main pillars of the social security system; participate in social insurance today to have a stable pension tomorrow; every citizen needs a social insurance book, a secure future; join hands to donate social insurance books and health insurance cards, for a sustainable social security community…
These messages not only emphasize the profound humanitarian nature of the policy, but also affirm the responsibility of the entire political system and society as a whole in achieving the goal of universal social insurance and health insurance.

To ensure effectiveness, the communication activities were organized flexibly and diversely in form, suitable for each target group. In the period leading up to the launch ceremony, the Provincial Social Insurance agency focused on promoting communication on digital platforms such as the electronic information portal and social media, while also coordinating with press agencies and local broadcasting systems to widely disseminate information. In addition, units proactively displayed banners and slogans in suitable locations, creating a lively atmosphere and attracting the attention of the public.
In particular, communication efforts are strongly focused on the grassroots level, closely adhering to local areas and concentrating on potential target groups such as: informal sector workers, households, and individual business owners. Methods such as consultation conferences, policy dialogues, small group communication, and direct consultations at households are implemented to increase interaction and help people easily access and understand their rights when participating in social insurance and health insurance.
The launching ceremony and mobilization campaign for the month of universal social insurance implementation was held on May 9, 2026. Immediately after the launching ceremony, units simultaneously organized communication activities in the community such as: mobile consultation points, propaganda conferences, and policy dialogues in residential areas, markets, and densely populated areas. Each unit ensured the organization of at least one community communication point or one mobile consultation point, along with at least two direct conferences to advise and answer policy questions for the people.
Beyond focused activities, the peak period of the campaign to promote universal social insurance also encouraged officials and employees in the social insurance sector to actively use their personal social media accounts to share official information and spread images and results of their activities. This is a new approach that effectively utilizes digital technology to expand reach and bring social insurance and health insurance policies closer to the people.
Organizing intensive propaganda activities in response to the Month of Campaigning for Universal Social Insurance not only aims to achieve the target of increasing the number of participants in social insurance and health insurance in 2026, but also contributes to building people's trust in the social security policies of the Party and the State. Through practical and effective activities to spread the social insurance and health insurance policies, it further affirms the role of this policy as a "pillar" in the social security system, a solid support for each citizen throughout their lives.
Following the launch ceremony, propaganda activities will continue throughout until the end of May 2026, focusing on target groups who have not yet participated in or whose participation in social insurance and health insurance is not sustainable. At the same time, effective communication models will be replicated, contributing to transforming awareness into concrete actions and promoting an increase in the number of people participating in social insurance and health insurance in the province.
With the synchronized involvement of the entire political system, close coordination between all levels and sectors, and the active response of the people, the intensive propaganda campaign in Quang Tri in response to the Month of Mobilization and Implementation of Universal Social Insurance is expected to create a clear shift in awareness and action, contributing to the realization of the goal of universal social insurance and health insurance, for a sustainable and equitable society.
