On the afternoon of November 27, the Department of Cyber ​​Security and High-Tech Crime Prevention and Control, Ministry of Public Security , in coordination with the Vietnam Association for the Protection of Children's Rights and the National Cyber ​​Security Association, organized the "Ceremony to receive children's opinions on the Program for protecting and supporting children in the cyber environment for the period 2026-2030".

Vietnamese children are not only a "vulnerable group that needs to be protected", but they can also actively and effectively participate in building and implementing policies and solutions to ensure network safety and security, becoming "protectors" by contributing to creating a safe and trustworthy network environment for the whole society.

In the 2026-2030 period, the children's consultation activity was chaired by the Department of Cyber ​​Security and High-Tech Crime Prevention and Control, in coordination with the Vietnam Association for the Protection of Children's Rights, with the accompaniment and support of international organizations working to protect children's rights in Vietnam.

The program was implemented from November 11 to November 20 in 16 provinces and centrally-run cities, with 2,775 children participating in surveys and group discussions, providing information on the current status of using services and applications on the internet environment.

According to the survey report, 27.1% of children use the internet less than 1 hour/day; 47.9% of children spend 1-3 hours each day.
day to use the internet; 18.8% of children used 4–6 hours and 2.3% of children reported using more than 10 hours/day.

100% of children participating said they had encountered at least one type of risk online. When encountering problems online, family is the most important support line for children when facing risks online, accounting for 72.1%; followed by official channels such as the National Hotline 111 and the Police, accounting for nearly 60%.

87.8% of children participating in the survey have heard of the Program "Protecting and supporting children to interact healthily and creatively in the online environment in the period 2021 - 2025", but only 37.1% of children self-assessed that they actually understood the content of the program.

78% of children surveyed want to improve their ability to protect themselves when participating in the digital environment.

From the results of consultations and collecting children's opinions, the Department of Cyber ​​Security and High-Tech Crime Prevention and Control, together with functional units, has formed an overall picture, obtained important findings and results on the current situation of children using services on the internet environment; measured risks and dangers that regularly and directly impact the safety and development of children; at the same time, encouraged children to participate in giving opinions, creating, and proposing solutions to ensure safety.

This is an important and directional basis in the process of researching and proposing to the Prime Minister solutions and tasks to be included in the Program for protecting and supporting children in the online environment for the period 2026-2030, aiming to achieve the "dual goal" of "protecting children's safety" and "supporting children's healthy development and improving digital capacity" based on the benefits of the online environment, aiming to contribute to forming a generation of "digital citizens" of Vietnam in the new situation.

Speaking at the program, Ms. Nguyen Thi Thanh Hoa, President of the Vietnam Association for the Protection of Children's Rights, said that this is an opportunity for children to convey their opinions in their own language to agencies and organizations responsible for protecting children online. At the same time, this is also an opportunity to exercise children's right to participate in the process of developing programs and policies related to children.

"Children's sharing will be opinions that reflect the reality of what their age group is facing when participating in the digital environment, and at the same time share their expectations or initiatives in building a safer digital space for Vietnamese children in the future. The event not only demonstrates a sense of responsibility, but also demonstrates the determination to join hands to act for a sacred goal: Protecting children's safety and promoting their meaningful participation in the digital space," Ms. Hoa emphasized.

At the ceremony, 5 children representing 2,775 children in 16 provinces and cities across the country presented on the current situation, benefits and risks when children participate in the online environment. At the same time, they also expressed their desire to be equipped with knowledge and skills to use the internet safely.

cyberspace to create a safe and healthy online environment for all children.

President of the Vietnam Association for Protection of Children's Rights Nguyen Thi Thanh Hoa presented certificates and gifts to representatives of the children's group.

Pham Minh Duc (grade 11, Nguyen Binh Khiem High School, Hanoi) representing the children's group said that the message he sent was not only to use the internet to study better, but also to be safe. Therefore, he hopes that this new program will help children confidently protect themselves on all social media platforms.

Speaking at the ceremony, Colonel Ha Van Bac strongly committed: “As an agency specializing in protecting cyber security, the unit is deeply aware of its mission in protecting children in cyberspace in the context of strong national digital transformation; the unit affirms that it will listen, research, and carefully evaluate the opinions and aspirations of children and concretize them into additional tasks and solutions to complete the draft Decision of the Prime Minister, in order to comprehensively consolidate solutions to protect children in the new situation, at the same time, contribute to the process of promoting and implementing the pillars of the United Nations Convention against Cybercrime in Vietnam”.
