Accordingly, the Provincial People's Committee assigned the Provincial Social Insurance to preside over and coordinate with the Department of Home Affairs and the Department of Health to continue monitoring and evaluating the implementation of social insurance and health insurance policies and regimes; the implementation of social insurance and health insurance coverage targets in the province. Timely advise and propose to the Provincial People's Committee solutions to develop and expand social insurance and health insurance participants to complete the assigned social insurance and health insurance coverage targets. Review and promptly propose to improve and enhance the operational efficiency of the Steering Committee for implementing social insurance, health insurance and unemployment insurance policies in the province.
Strengthening the propaganda, dissemination and education of laws on social insurance and health insurance through diverse and appropriate methods and forms, especially the new contents stipulated in the Social Insurance Law 2024 and the Law amending and supplementing a number of articles of the Health Insurance Law 2024 so that cadres, party members, employers, employees and people clearly understand the necessity, role and benefits of social insurance and health insurance policies, creating consensus and unity in implementation, promoting participation in social insurance and health insurance, contributing to ensuring long-term and sustainable social security.
Coordinate with departments, branches and localities to review, urge and strengthen the inspection and examination of enterprises that owe, evade and do not fully pay compulsory social insurance and health insurance for employees. Publicize on mass media the list of enterprises that evade or owe social insurance and health insurance as prescribed. Promote administrative reform, enhance the application of information technology, ensure full rights of social insurance and health insurance participants with the simplest, most reformed procedures and the fastest time; expand the network of social insurance and health insurance collection agency service organizations at the grassroots level to create favorable conditions for organizations and individuals when registering to participate in voluntary social insurance and health insurance.

The Department of Home Affairs shall enhance the effectiveness and efficiency of the work of advising and managing the State on social insurance; closely coordinate with relevant agencies to promote the dissemination of policies and laws on labor, social insurance and health insurance. Effectively share, provide information, and update data on the management of compliance with laws on labor, social insurance and health insurance of enterprises to inform the Provincial Industrial Park Management Board, People's Committees of districts and cities to urge and inspect; regularly monitor and grasp the situation of labor use, employment, and implementation of social insurance and health insurance policies at labor-using units, especially units employing many workers, in order to promptly support, remove difficulties, detect and prevent fraud, profiteering, late payment, and evasion of social insurance and health insurance.
Preside over and coordinate with the provincial Social Insurance, People's Committees of districts and cities to organize inspections and examinations of units and enterprises showing signs of violations of social insurance, health insurance, unemployment insurance (UI), strictly handle violations according to the provisions of law. Coordinate with the provincial Social Insurance and departments, branches and localities to continue to effectively implement the plan of the Provincial People's Committee on implementing the coverage targets of social insurance and unemployment insurance in Lam Dong province for the period 2023-2025.

The Department of Health coordinates with the provincial Social Insurance and relevant agencies to synchronously deploy solutions to effectively manage and use the health insurance fund and estimate the costs of health insurance examination and treatment assigned. Strengthen the advisory work to help the Provincial People's Committee implement State management of health insurance through inspection, examination and handling of violations; have solutions to prevent abuse and profiteering of the health insurance fund; inspect and examine health insurance examination and treatment facilities that do not adjust unreasonably high health insurance examination and treatment costs according to recommendations and warnings of the social insurance agency. Take the lead and coordinate with the provincial Social Insurance to promptly guide and remove difficulties and obstacles in the process of medical examination and treatment and settlement of health insurance examination and treatment costs for medical examination and treatment facilities in the area, ensuring full rights of health insurance participants according to the provisions of law.
Direct medical examination and treatment facilities to provide adequate medicine, chemicals, and medical equipment to serve patients, not allowing patients to buy them themselves. Require medical examination and treatment facilities to perform medical examination and treatment, prescribe treatment in accordance with the treatment regimen, instructions, and technical procedures of the Ministry of Health. Strengthen the application of information technology, digital transformation in medical examination and treatment activities, exploit the applications of VssID, VNeID when performing medical examination and treatment procedures; update complete and accurate information on medical examination and treatment and transfer data to the Social Insurance agency according to regulations to serve the management of medical examination and treatment, create a national database on health, build electronic health records and timely appraisal and payment of medical examination and treatment costs under health insurance.
At the same time, direct medical examination and treatment facilities to proactively detect, review, inspect and adjust the increased costs of health insurance examination and treatment according to the recommendations and warnings of the Social Insurance agency. Coordinate with the provincial Social Insurance and departments, branches and localities to continue to effectively implement and achieve the plan targets of the Provincial People's Committee on organizing and implementing the health insurance coverage targets in Lam Dong province for the period 2022-2025.
The Department of Finance shall advise the Provincial People's Committee to arrange the budget to support voluntary social insurance and health insurance contributions for target groups according to regulations; submit to the Provincial People's Council the target of developing social insurance and health insurance participants in the Resolution on annual and periodic socio-economic development tasks for implementation.

The People's Committees of districts and cities shall advise and include the target of developing social insurance and health insurance participants in the Resolution and annual socio-economic development plan of the locality for leadership and direction of implementation. Complete the Steering Committee for implementing social insurance, health insurance and unemployment insurance policies at the district and commune levels according to regulations. Issue operating regulations and clearly define the responsibilities and working relationships of each member in directing and implementing solutions to develop social insurance and health insurance participants, preventing abuse and profiteering of social insurance and health insurance policies. Strengthen the inspection and supervision of agencies, units and commune-level authorities in organizing the implementation of social insurance and health insurance policies. Consider the completion of the target of developing social insurance and health insurance participants as a criterion for considering rewards and evaluating the completion of tasks of commune-level authorities and related agencies, organizations and individuals.
The Provincial Federation of Labor directs trade unions at all levels to promote the dissemination of labor laws, social insurance, and health insurance to employees; promptly inform and disseminate to agencies the resolutions, directives, and plans of the Central and local governments on social insurance and health insurance policies. At the same time, coordinate with the Department of Home Affairs and the Provincial Social Insurance to inspect the implementation of labor laws, social insurance, and health insurance at enterprises and units according to regulations.
The Provincial Vietnam Fatherland Front Committee and socio-political organizations continue to strengthen propaganda and mobilize enterprises, employees and people to properly implement policies and laws on social insurance and health insurance; regularly monitor the implementation of social insurance and health insurance policies of agencies, units, localities and enterprises.
