Over the past few days, due to the influence of the circulation of typhoon No. 3, heavy rain and flooding have occurred in Nghe An, Thanh Hoa provinces and some localities in the North. This weather situation is expected to continue until the night of July 25th. The North, Thanh Hoa and Nghe An will continue to experience moderate to heavy rain, with some areas receiving very heavy rain exceeding 200mm.
In response to this situation, the Ministry of Agriculture and Environment issued a directive requesting the People's Committees of provinces and cities in the affected area to urgently implement response measures.
Local authorities need to focus on addressing the consequences of the floods, closely monitoring weather developments, and promptly informing the public. They should review areas along rivers, low-lying areas, and points at risk of flash floods and landslides; clear waterways, and evacuate people from dangerous areas.
The Ministry of Agriculture and Environment also requested traffic control at points with deep flooding and strong currents; prohibiting people and vehicles from passing through when it is unsafe. In addition, they called for inspection and protection of dikes, reservoirs, and construction sites. They also urged proactive drainage to protect residential areas, production facilities, and essential infrastructure.
According to the National Center for Meteorological and Hydrological Forecasting, the northern and north-central regions, especially from Thanh Hoa to Nghe An, experienced very heavy rainfall due to the influence of Typhoon No. 3 (Wipha) and its aftermath. From July 26th, widespread rain tended to decrease, but localized heavy rain remained. The central region continued to experience thunderstorms in the late afternoon and evening, with Nghe An to Ha Tinh in particular needing to be wary of flash floods and landslides.
