Government Resolution No. 86/NQ-CP dated April 5, 2026, promulgating the National Strategy on Innovative Startups, for the first time raised the issue of piloting the "One-Person Company" (OPC) model, aiming to make entrepreneurship a practical opportunity for all citizens, instead of being reserved only for a small group of well-off businesses.

Although the Resolution does not set specific targets for this model, the Ministry of Science and Technology identifies "one-person enterprises" as a key task to professionalize the individual economic sector and promote the digital economy, aiming to establish approximately one million "one-person enterprises" by 2030.

To realize this model, the Ministry of Science and Technology will closely coordinate with the Ministry of Finance to develop a project for the development of "one-person enterprises," focusing on designing a simplified tax and accounting system to minimize compliance costs for individual entrepreneurs.
