In previous years, people from Kim Dong, Kim Trung, Kim Hai communes and people from other localities flocked to the alluvial land of Binh Minh 2 and Binh Minh 3 dykes (Kim Son district) to form spontaneous aquaculture areas. Many illegal constructions of camps, houses, oyster tanks... on public land not only caused difficulties for Ninh Binh province when there were many large projects to be implemented, but also had a significant impact on state management of land.
According to the People's Committee of Kim Son district, since 2010, Ninh Binh province plans to implement many large projects such as: Con Noi project; Day river estuary dredging project; construction of industrial aquaculture areas; seaport construction project... on the alluvial land of Kim Son district. In 2015, Ninh Binh province approved the master plan for economic development of the Kim Son coastal area until 2020 and orientation to 2030. Implementing the province's policy, Kim Son district has announced a temporary suspension of signing contracts with aquaculture households.
Along with that, strengthen the management of land in alluvial areas, promote propaganda to people about those policies and guidelines. Specifically, regarding the management and use of land, land with coastal water surface from Binh Minh II dike to Con Noi and the land area of unit 1080 handed over to the district, Kim Son District People's Committee requires: Organizations, households and individuals to maintain the current status of the area of aquaculture land and coastal water surface that was contracted before 2015. Strictly prohibit illegal acts: digging, filling, leveling the ground, buying, selling, transferring, leasing aquaculture land, constructing works. When clearing the ground to implement projects, the State does not implement compensation and support policies for organizations, households and individuals who dig, fill, level the ground, buy, sell, transfer, lease land and illegal construction works.
In addition, the district's functional units also regularly coordinate with the Kim Son Border Guard Station and the People's Committees of Kim Dong, Kim Trung, and Kim Hai communes to inspect the scene, detect and make a record of suspension and request clearance to restore the original state of the land.
Mr. Tran Anh Khiem, Vice Chairman of Kim Son District People's Committee, assessed that although efforts have been made in managing coastal alluvial areas, there are still limitations. In previous years, many individuals have deliberately organized activities beyond the established land level, arbitrarily building agricultural production facilities; there have also been cases of buying, selling, and transferring lagoons and beaches without going through state management agencies, causing difficulties for management.
Furthermore, the suspension of contract signing from 2010 to August 2013; and many large projects of Ninh Binh province that have not been implemented have also made land management in the alluvial plain area more difficult as many households took advantage of this time to reclaim land for lagoons, build floating ponds; build oyster and clam breeding projects, etc.
In October 2013, when Ninh Binh province issued document No. 316/UBND-VP3, agreeing to let Kim Son district sign contracts with aquaculture owners for a period of one year, many owners did not sign because the contract period was too short. From 2015 to present, Kim Son district People's Committee has not been able to sign contracts.
According to Mr. Vu Van Lam, Deputy Head of the Department of Natural Resources and Environment of Kim Son district, although there has been no new land creation and camp construction recently, there has been work to complete camps that started construction before August 18, 2020. Maintaining the stability of the alluvial plain for a long time is difficult, especially for ponds that have created land in the past...
Therefore, to strengthen state management of the alluvial area, Kim Son plans to expand the administrative boundaries of the three communes of Kim Dong, Kim Trung and Kim Hai.
After the Provincial Planning; Planning from Binh Minh II Dike to Con Noi is approved and the adjusted District Land Use Planning to 2030 is approved; investors will be called upon to implement the approved planning for the area under the above planning.
For the remaining current aquaculture area (located in the area from Binh Minh II dike to Con Noi and the area managed by the District People's Committee and handed over from the Military units), develop and submit to the Provincial People's Committee for approval a land management and use plan according to specific land prices, a lease term of 2-5 years and an expected implementation time from 2023.
