Overview of the monitoring session
During the period from January 1, 2022 to July 31, 2024, the Provincial People's Committee has implemented the tasks of decentralization and delegation of State management authority in the province in the fields of natural resources and environment; transportation; health;education and training; culture, sports and tourism; labor, war invalids and social affairs (except for public asset procurement).
Strengthening decentralization and delegation of power has created initiative and increased responsibility of heads of agencies, units and localities, contributing to improving the effectiveness and efficiency of State management in the province.
Delegates speak at the monitoring session
However, in reality, in recent times, agencies and organizations have implemented staff streamlining, but the amount of work to be handled has increased; coupled with many new functions and tasks assigned, tasks decentralized and delegated by the Central Government and the Provincial People's Committee to departments, branches and localities have created pressure on the staff and civil servants currently working, affecting the performance of the tasks of agencies, organizations and cadres and civil servants of the province.
Discussing at the monitoring session, delegates said that it is necessary to strengthen training for provincial officials and civil servants; increase operating budget to support agencies, organizations and officials and civil servants to perform their tasks.
Members of the Supervisory Board speak out
Speaking at the monitoring session, Chairman of the Provincial People's Committee Vo Van Minh agreed on the policy of promoting decentralization and authorization of State management in the province. The Provincial People's Committee will accept the opinions of the Monitoring Team; at the same time, it will review the decentralization and authorization documents that are no longer appropriate to soon complete the Project to promote decentralization for the People's Committees at district and commune levels and specialized agencies under the Provincial People's Committee.

Concluding the supervision session, Mr. Nguyen Van Loc - Chairman of the Provincial People's Council emphasized that the strengthening of decentralization and delegation of State management authority is in line with the general orientation and policy of the Government . With the results achieved in the past time, decentralization and delegation of authority have promoted the sense of responsibility of cadres and civil servants, improving the effectiveness and efficiency of State management. The Chairman of the Provincial People's Council requested the Provincial People's Committee to absorb the delegates' comments to adjust and supplement the Project to be submitted to the regular meeting of the People's Council at the end of the year for consideration and approval.
Mr. Nguyen Van Loc - Member of the Provincial Party Standing Committee, Chairman of the Provincial People's Council delivered a concluding speech at the supervision session.
