Increase loan amount, reduce collateral barriers
One of the most prominent features of Decree 156 is the increase in the maximum loan amount without collateral for individuals, business households, cooperatives and cooperative unions.
Specifically, the loan amount for cooperatives and cooperative unions has been increased to 5 billion VND - compared to the old level of 3 billion VND. For individuals, households and cooperatives, the unsecured loan amount has also been significantly increased - from 100-200 million VND to 300 million VND; for cooperatives and business households it is 500 million VND; for farm owners it is 3 billion VND.

This is a breakthrough decision because previously, one of the biggest barriers for the cooperative sector was not having enough assets to secure loans to expand production and invest in technological innovation. Removing the mortgage requirement has "unlocked" the credit flow, helping cooperatives have the opportunity to realize more systematic investment plans.
Not only increasing the loan amount, Decree 156 also amends and supplements many regulations to simplify procedures, creating more favorable conditions for subjects when borrowing capital from credit institutions. For example: Removing the requirement to have a certificate of not having been granted a land use right certificate and confirming that the land is not in dispute. Flexible agreement between customers and credit institutions on submitting land use right certificates, instead of being mandatory as before. Assigning the State Bank to provide detailed instructions on restructuring debt repayment terms, debt classification, and provisioning in accordance with the Law on Credit Institutions 2024.

In particular, the decree also adds preferential credit policies for organic agriculture and circular agriculture - new directions that many cooperatives are approaching to increase added value and be environmentally friendly.
Decree 156/ND-CP, dated June 16, 2025, effective from July 1, 2025, amends and supplements a number of articles of Decree No. 55/2015/ND-CP dated June 9, 2015 of the Government on credit policy for agricultural and rural development, which has been amended and supplemented a number of articles according to
Decree No. 116/2018/ND-CP dated September 7, 2018 of the Government.
Good news from cooperatives
Decree 156/2025/ND-CP has created positive impacts, especially for cooperatives that are in need of technological innovation and production expansion.
Ms. Nguyen Dieu Thuy - representative of Phu Quy Medicinal Materials Cooperative shared: "Our cooperative specializes in producing turmeric starch, which is trusted by the market. However, to improve quality, reduce labor and costs, we need a modern production line. Raising the loan limit and loosening mortgage conditions is a great opportunity for us to invest in new production lines and increase product value."
Ms. Nguyen Dieu Thuy suggested: “The government and banks need to organize seminars, training, and propaganda so that cooperatives can clearly understand the conditions, procedures, and ways to apply for loans according to the new regulations. Only then can good policies be effective.”

Similarly, Mr. Ho Dang Tam - Director of Quynh Bang General Agricultural Cooperative (located in Quynh Anh commune) also commented that, in the past, the cooperative mainly sold fresh agricultural products to the market, often falling into the situation of "good harvest, low price" due to lack of storage and processing facilities. Currently, the cooperative has planned more than 5,000 m² to build a deer breeding and agricultural product processing system.
“If we can access large capital sources from the new policy, we will immediately build a processing line to avoid the current spontaneous production situation,” said Mr. Tam.
Mr. Ho Dang Tam said that many cooperatives, especially those in remote areas, lack information and financial skills. Therefore, it is necessary to increase consulting support and provide specific documentation guidance to avoid cooperatives having needs but not being able to access capital.
The opinions of the above cooperative representatives are also the common wishes of the cooperative sector in the province, especially for cooperatives that are operating effectively in the field of production and business linkage.
According to Mr. Nguyen Ba Chau - Chairman of the Provincial Cooperative Union, the changes in Decree 156 not only solve the capital problem, but also help cooperatives improve their competitiveness in the new period.
With larger loans, without the need for collateral, cooperatives can boldly invest in modern machinery, apply advanced technology, and expand production. From there, not only productivity and product quality are increased, but also conditions are created to participate deeply in the value chain and link to stable consumption.
In addition, diversifying business activities such as processing, providing agricultural services, developing rural tourism , etc. will help cooperatives have more revenue and reduce risks from depending entirely on agricultural production.

Although the opportunity is huge, for the policy to really come into life quickly, there needs to be synchronous participation from state management agencies, credit institutions, the Cooperative Union system and the cooperatives themselves. Regarding this issue, Mr. Nguyen Ba Chau said that if credit institutions follow the bank's regulations, which require collateral, it will be difficult for cooperatives to access loans under the new Decree, because currently the whole province has nearly 900 cooperatives operating in a variety of fields, of which only nearly 10% of cooperatives have land area for headquarters construction that has been granted land use right certificates.
The issuance of Decree 156/2025/ND-CP is a very important step in perfecting the credit policy system to serve agricultural and rural development, especially the cooperative sector. However, to take advantage of this great opportunity, cooperatives need to proactively develop clear production and business plans, have the ability to repay debts, and be financially transparent./.
