Industry and Trade performance in the first 9 months of 2024

Industrial production: In the first 9 months of 2024, the industrial production value (at 2010 comparative prices) is estimated at 6,594.1 billion VND, equal to 83.8% of the yearly plan, up 42.3% over the same period last year. Of which: State-owned economy reached 3,352.4 billion VND, equal to 97% of the yearly plan, up 39.7% over the same period last year; non-state economy reached 3,241.7 billion VND, equal to 73.4% of the yearly plan, up 45% over the same period last year.

The number of communes, wards, and towns with access to the national power grid is 106 out of 106, reaching 100%. The number of households using the national power grid is 103,450 out of 107,092 households, reaching 96.6% . The number of villages using the national power grid is 942 out of 958 villages, reaching 98.3%.

Commercial activities : Total retail sales of goods and services revenue is estimated at VND 6,609.5 billion, equivalent to 72.1% of the annual plan, an increase of 8% compared to the same period last year. Of which: Retail sales of goods reached VND 5,602.4 billion, equivalent to 71.8% of the annual plan, an increase of 8.2% compared to the same period last year; revenue from accommodation and food services reached VND 478.5 billion, equivalent to 72.7% of the annual plan, an increase of 4.6% compared to the same period last year; revenue from travel and tourism support activities reached VND 4.01 billion, equivalent to 77.2% of the annual plan, an increase of 4.2% compared to the same period last year; revenue from other services reached VND 524.7 billion, equivalent to 74.8% of the annual plan, an increase of 9.6% compared to the same period last year.

Import and Export Activities: Total import and export turnover of goods is estimated at 13.9 million USD, reaching 34.2% of the annual plan, a decrease of 57.9% compared to the same period last year, of which: Export turnover of goods is estimated at 9.91 million USD, reaching 55.2% of the annual plan, a decrease of 17.8% compared to the same period last year. Import turnover of goods is estimated at 3.99 million USD, reaching 17.6% of the annual plan, a decrease of 81% compared to the same period last year.

Industrial promotion activities : Implementing the project "Training to improve management capacity, awareness and application of cleaner production in industry"; the project "Supporting participation in the Northern region's typical rural industrial product exhibition in 2024". Selecting and submitting 05 products that received certificates as typical rural industrial products at the provincial level in 2023 to participate in the selection of typical rural industrial products in the region in 2024. Conducting surveys (phases I and II) of rural industrial establishments in the province, registering an additional project "Supporting the application of advanced machinery in the production of high-quality HDPE plastic pipes in Phong Tho district" into the national industrial promotion plan in 2024, developing a local industrial promotion plan for 2025 with 04 projects, and developing a national industrial promotion plan for 2025 with 01 project. Implemented two awareness campaigns to encourage households to participate in the "Household Energy Saving and Efficiency" movement in Muong Te and Than Uyen districts. Broadcasted a special program on energy saving and efficiency (episodes 1 and 2) on Lai Chau Provincial Radio and Television.

In the last three months of 2024, the Department of Industry and Trade, in coordination with other departments, agencies, and the People's Committees of districts and cities, advised on and implemented the following key tasks:

- Continue to implement Plan No. 287/KH-UBND and Plan No. 288/KH-UBND dated January 19, 2024 of the Provincial People's Committee on implementing Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP dated January 5, 2024 of the Government on key tasks and solutions to implement the socio-economic development plan, state budget estimates and improve the business environment, enhance national competitiveness in 2024 to complete the targets set by the Industry and Trade sector.

- Strengthen state management of industry to grasp the production situation of establishments in the industrial and handicraft sectors; proactively advise and propose solutions to remove difficulties and problems in order to maintain stable industrial production activities to ensure good implementation of industrial targets in 2024.

- Advise the Provincial People's Committee to issue the Plan for Implementing Resolution No. 111/NQ-CP dated July 22, 2024 of the Government and Action Program No. 55-CTr/TU dated August 28, 2024 of the Standing Committee of the Provincial Party Committee on implementing Resolution No. 29-NQ/TW dated November 17, 2022 of the Central Committee of the 13th Party Congress on continuing to promote industrialization and modernization of the country until 2030, with a vision to 2045; and the Regulations on the management of industrial clusters in Lai Chau province.

- Advise the Provincial People's Committee to issue a Decision: Decentralize market management associated with assigning state management agencies to market infrastructure assets, and handle market infrastructure assets in accordance with the provisions of Government Decree No. 60/2024/ND-CP dated June 5, 2024 on market management and development; approve the operating procedures for the Vang Ma Chai 2 hydropower reservoir.

- Advised the Provincial People's Committee to send a document to the Ministry of Industry and Trade requesting opinions on the planning suitability of the Nam Puc hydropower project; approved the route of the 110kV transmission line connecting the hydropower plants: Pa Vay Su 1, Ta Pao Ho 1A, Ta Pao Ho 1B to the national power grid.

- Actively coordinate with relevant departments and agencies, and the People's Committees of districts and cities to regularly monitor the market situation of essential goods. Simultaneously, direct key commercial enterprises in the province to proactively survey market demand, balance resources, and stockpile sufficient quantities and types of essential goods such as gasoline, food, and other consumer goods to ensure supply for the entire distribution system to meet the production and consumption needs of the people in the last months of the year and the Lunar New Year 2025. At the same time , inspect and control the market and prices of goods, especially essential items, promptly detect and strictly handle violations such as exploiting the natural disaster situation to produce, trade, and transport counterfeit or substandard goods, and unreasonably raising prices to destabilize the market.

- Continue to coordinate with relevant departments, branches, sectors, People's Committees of districts and cities to implement trade promotion and e-commerce activities, focusing on connecting businesses, cooperatives, households producing and trading agricultural, forestry, fishery products and OCOP products in the province to participate in trade promotion activities and e-commerce platforms.

Strengthen the dissemination and promotion of the Party's guidelines and policies, and the State's laws and regulations on international economic integration and free trade agreements. Proactively gather information on import and export policies, quality standards, and import demand of goods in general, especially the Chinese market, to disseminate this information to businesses and cooperatives in the area so they can understand and develop production and business plans aligned with the consumer market.

- Continue implementing the Lai Chau Province Product Consumption Support Program in 2024; Implement national industrial promotion projects in 2024 after approval.
