At the national conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee, General Secretary To Lam affirmed: Streamlining the apparatus of the political system, merging provinces, not organizing district levels, merging communes is not simply a matter of adjusting the organization of the apparatus and administrative boundaries but also a matter of adjusting economic space, allocating resources for development; is an opportunity to screen, arrange, and build a team of cadres who truly meet the requirements of national development in the new period. This reform of the political system's organizational apparatus has great historical significance and is expected to clear bottlenecks in the development process, unleash the potential of regions and areas, and create new growth momentum for the country with many difficult, urgent, and unprecedented tasks. During the implementation process, many localities have promoted a high spirit of solidarity and unity within the Party Committee and key cadres.
In Lai Chau province, the arrangement, streamlining of the apparatus, and implementation of the two-level local government model were led and directed by the Provincial Party Committee urgently, seriously, and resolutely.
According to comrade Vu Manh Ha, alternate member of the Party Central Committee, Standing Deputy Secretary of Lai Chau Provincial Party Committee, the province has arranged and streamlined the organizational apparatus of agencies and units along with the two-level local government model, ensuring the right progress and requirements.
After the rearrangement, Lai Chau has 38 commune-level administrative units, including 36 new commune-level administrative units and two unrearranged commune-level administrative units, a decrease of 68/106 units (equivalent to 64.15%). The whole province increased one party organization directly under the Provincial Party Committee; reduced 9 party delegations, party executive committees, 6 provincial-level agencies, 26 departments, offices, units under provincial departments, branches, sectors, and mass organizations and 9 departments under sub-departments, 5 departments under public service units of departments and sectors; 38 grassroots party organizations.
Working in many localities, General Secretary To Lam always emphasized that the streamlining of the political system's apparatus and the rearrangement of administrative units impact and influence a number of cadres, party members, civil servants, etc. That requires fairness, consensus and a very high level of political determination, especially the sacrifice of personal interests. Many localities have created consensus and above all, the spirit of sacrifice of personal interests of a number of cadres and party members. These are also vivid manifestations of the strength of solidarity and the spirit of serving the people.
In the coming time, there is still much work to be done and completed, but in all policies and actions, Party committees at all levels in Lai Chau are unanimous in putting the common interests, collective interests, and people's interests above all.

On July 1, the two-level administrative apparatus officially came into operation with the goal of being closer to the people and serving the people more effectively. Through practical implementation, there have been problems arising, but the biggest and most important lesson is the spirit of determination, solidarity within the Party and the consensus and support of the people, because "it is a hundred times easier to endure without the people, and a thousand times harder to overcome with the people".
This is the strength for the entire political system to effectively carry out many tasks at the same time. As General Secretary To Lam affirmed: "Only when there is unity in ideology and action from top to bottom, from inside to outside, can the solidarity of the entire Party and the entire people be truly solid, creating the strength to successfully complete the task of restructuring the apparatus, bringing the country into a new stage of development."
