According to an affidavit filed with the Leon County Sheriff's Office, Angel Footman, 23, did not intervene when students were fighting. She even supported the fight by setting rules for students to fight.
"Fight for 30 seconds, no screaming, no moaning, no phone calls," one of the four female students participating in the fight shared about the rules set by the teacher.
Police took statements from four sixth-grade girls at Griffin Middle School who were directly involved in the fight organized by teacher Footman in the class.

Students in the class filmed three fights and submitted them to the police as evidence. In the videos , Ms. Footman watches the students fight and makes comments such as, "No screaming, no nothing," "Stop pulling hair ." She only tells the students to stop after they have been fighting for a while.
Sometimes she even asked the students if they wanted to continue fighting, " If you want to fight, we can have another round."
On March 28, Footman confirmed to police investigators that the fights in the clip occurred in class but denied that she was the one who organized these fights.
In her statement to police, Footman said the incident happened so quickly that she could not intervene in time and admitted to poor classroom management skills.
When police asked why he didn't use the phone to get help, Footman said the landline was broken.
Footman turned herself in to the Leon County Sheriff’s Office last Friday, according to a press release from the Leon County Sheriff’s Office. She faces multiple charges of contributing to the delinquency of a minor.
