Attending the ceremony were Lieutenant General Le Huy Vinh, Member of the Central Committee of the Communist Party of Vietnam and Deputy Minister of National Defense ; and Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army.

Along with the announcement of Decision No. 2626/QD-BQP dated June 10, 2025, of the Minister of National Defense on reorganizing the Legal Department into the Legal Department under the Ministry of National Defense and restructuring the legal organizations of agencies under the Ministry of National Defense, the Organizing Committee also announced the Decision to establish the Party Committee of the Legal Department; presented the Victory Banner to the Legal Department; and issued decisions on the transfer and appointment of officers of the Legal Department. Accordingly, Colonel Nguyen Viet Dung, Director of the Legal Department, Ministry of National Defense, was appointed as Director of the Legal Department, Ministry of National Defense.

The Legal Department of the Ministry of National Defence was established on September 25, 1976, by a decision of the Minister of National Defence to advise and assist the Central Military Commission and the Minister of National Defence in leading, directing, commanding, and managing the State through law in the military and national defence fields. Over nearly 50 years of development, the Legal Department has always been united, proactive, and creative, successfully fulfilling its advisory and proposal tasks to assist the Minister of National Defence in managing the State through law in the military and national defence fields. Simultaneously, it has organized research, development, and promulgation of legal documents... ensuring a fundamentally synchronized and unified legal system in the military and national defence; making a significant contribution to the building of the Army, strengthening national defence, and building and protecting the socialist Vietnamese Fatherland.

Commending and praising the achievements, progress, and maturity of the Legal Department of the Ministry of National Defense and the military legal sector over the past years, Lieutenant General Le Huy Vinh affirmed that the reorganization of the Legal Department into the Legal Bureau directly under the Ministry of National Defense is an important event, a concrete step in implementing Resolution No. 27-NQ/TW dated November 9, 2022, of the 13th Central Committee of the Communist Party of Vietnam on continuing to build and perfect the socialist rule of law in Vietnam in the new period; and Resolution No. 66-NQ/TW dated April 30, 2025, of the Politburo on reforming the work of building and implementing laws to meet the requirements of national development in the new era.

In light of the increasingly demanding requirements of building a socialist rule of law state in Vietnam, the Deputy Minister of National Defense requested the Legal Department to promptly stabilize its organizational structure and personnel, maintain unity, uphold traditions, closely adhere to mission requirements, and assign specific tasks to each subordinate organization and individual to fulfill its assigned responsibilities, especially the requirement to innovate the work of lawmaking and enforcement to meet the demands of national development in the new era; the policy of building a revolutionary, regular, elite, and progressively modern People's Army, with some branches and forces advancing directly to modernity, aiming to build a lean, efficient, and strong army by 2025, creating a solid foundation, and striving to build a revolutionary, regular, elite, and modern People's Army by 2030.

Over the years, the Legal Department of the Ministry of National Defence and the People's Army Newspaper have closely coordinated, yielding many practical results in implementing Project 1371 on "Promoting the role of the People's Army in participating in the dissemination and education of law and mobilizing the people to comply with the law at the grassroots level in the period 2021-2027". Through this, many good practices in disseminating and educating the law for officers and soldiers, and mobilizing the people to comply with the law at the grassroots level have been widely disseminated. In particular, the People's Army Newspaper and the Legal Department also organized the compilation and publication of the book "Law and Life" for agencies, units, officers, and soldiers to refer to and apply in the implementation of Project 1371; and held a seminar on "Diversifying forms of propaganda and mobilization of the people to comply with the law" at the Vinh Phuc Provincial Military Command and the An Giang Provincial Border Guard. The online contest "Legal Knowledge Quiz on the People's Army Newspaper" attracts tens of thousands of participants, including citizens, officers, and soldiers from various units, each time.
