RBK news agency reported this information on May 26, citing a lawyer for Euroclear, the Belgian clearing company.
Western countries supporting Ukraine froze approximately $300 billion in Russian national assets after the conflict between Moscow and Kyiv escalated in 2022. The majority of this money is held at Euroclear, a custody service based in Brussels, Belgium.
The EU has not yet fully seized these frozen assets. However, Brussels has transferred approximately 6.6 billion euros in profits earned from freezing the assets of the Russian Central Bank into a fund for Ukraine since 2024.
Moscow says any use of frozen Russian assets would be considered "theft." Russia also warned it could retaliate by seizing around 200 billion euros ($233 billion) of Western assets held in the country, although it has not done so yet.
Commenting on the latest ruling, Euroclear's lawyers – Sergey Savelyev and Maksim Kulkov – stated that their right to a fair trial had been violated, but declined to comment further due to the confidential nature of the proceedings.

The Russian Central Bank described the ruling as fair, noting that the decision took into account not only the ongoing nature of the violation, but also the risk that any delay in enforcement would prolong the restoration of the violated rights.
The initial ruling requiring Euroclear to pay €200 billion was issued by the arbitration court last week. Commenting at the time, Euroclear called the claim unfounded. The Belgian clearing company also stated that such claims are not recognized under EU law. Euroclear affirmed it would appeal the ruling.
Immediately after filing its lawsuit against Euroclear in December 2025, the Russian Central Bank stated that it could expand its legal action against frozen assets beyond the scope of Euroclear, thereby including other European banks also holding Russian assets.
