Faced with the complicated developments of storm No. 9, communes, wards and special zones in the province urgently deployed proactive and drastic measures to ensure the safety of people's lives and property.
To proactively prevent storm No. 9, Quang Ha commune has directed the organization to closely inspect storm prevention and control work in villages and areas; called on boats to return to storm shelters; counted weak houses to have solutions for evacuation when necessary; directed forces to check vulnerable points, dikes, and culverts under the dikes to have timely handling plans when situations occur. At the same time, notified and mobilized households raising cages, ponds, clam huts, etc. to reinforce and brace facilities to cope with the storm to ensure the most safety.
Mr. Nguyen Duc Thien, Vice Chairman of Quang Ha Commune People's Committee, said: To proactively respond to storm No. 9, the commune has informed 100% of the boats operating offshore about the direction of the storm to find safe shelter or escape from the danger zone. Called 196/196 boats, 394 rafts to anchor and safe shelter. At the same time, built a plan to evacuate 89 households with weak houses in case of direct storm impact to bring people to safe storm shelters; maintained 100% of the militia, police, youth union... to participate in supporting people, ensuring the safety of people's lives and property when situations arise.
In Mong Cai 1 ward, the ward's functional forces have established working groups to inspect the locations of ships and boats mooring to avoid storms and the situation of reinforcing the moorings of ships, boats, platforms, and rafts for aquaculture; evacuating people on ships, boats, and rafts for aquaculture ashore; inspecting key locations in the area and proactively reinforcing and bracing houses of local people.
Along with that, the police, border guards and organizations are on duty 24/7, ready to respond to any situation. The main roads are inspected by the ward, trees are trimmed to reduce the risk of falling, and the loudspeaker system continuously broadcasts warning information and guides people on how to avoid it. Businesses and traders also proactively cover and reinforce warehouses, and move goods to high places.
Up to now, 520 boats and water vehicles of all kinds have been moved to safe storm shelters; 363 rafts of aquaculture households at sea have been secured and reinforced, and people on the rafts have been asked to move to shore; detailed plans have been developed to relocate 175 weak and temporary houses, locations at risk of landslides and flooding to safe places... Up to now, the functional forces of Mong Cai 1 ward continue to inspect and review residential areas, aquaculture areas, boat mooring areas, dike systems and vulnerable areas to ensure human safety and take timely measures when incidents occur.
Implementing the Central's direction, Quang Ninh province has issued many directives to deploy response work to storm No. 9. The province has organized a sea ban from 10:00 a.m. on September 24, 2025. The Provincial Military Command, Provincial Police, and units of Military Region III stationed in the area have mobilized over 3,000 officers and soldiers, 68 cars of various types, 18 ships, 59 boats, and 6 special vehicles to be ready to fight the storm; localities mobilized about 13,000 people from the disaster prevention and control shock force and nearly 1,000 vehicles and means; 479 passenger and tourist ships returned to shelters from the afternoon of September 24, 2025; 4,158 fishing boats returned to anchorage and shelter areas.
The province has over 7,900 aquaculture facilities that have reinforced cages, farming areas and brought people ashore since September 23, 2025. Currently, over 5,000 workers at farming facilities and on boats have been brought ashore. Tourists on the island have been brought ashore or continue to stay and are still being well received by tourism businesses. The Coal Industry has deployed solutions to ensure safety against storms; readying vehicles and human resources to respond to situations of heavy rain in mines and tunnels operated by the industry's units and ready to support localities when requested.
Regarding irrigation works, the capacity of large reservoirs in the area has reached about 90% of the design capacity, some reservoirs with gate valves have lowered the water level since September 23, 2025 to proactively receive floods caused by post-storm rain circulation. The reservoirs are operating normally, the reservoir management unit has organized 100% of its staff to be ready to regulate in case of major floods; 5 pumping stations (159,000 m3/hour) in the Dong Trieu area (old) are ready to operate when required.
According to forecasts, after passing through China, storm No. 9 will tend to decrease in intensity when entering the Gulf of Tonkin, but will cause widespread rain. Therefore, along with responding to strong winds, the province requires implementing solutions to respond to floods and rains. In particular, continue to inform and propagate about storms and post-storm impacts such as heavy rains, landslides, floods, especially urban floods; review areas at risk of floods, landslides, coal mining waste dumps, flooding in low-lying areas; organize people living in temporary shelters, under hillsides, weak embankments, low-lying areas... to prevent heavy rains, ensuring safety for people and property.
