Urgently complete the construction of databases at all levels and sectors.

On the afternoon of September 24, Prime Minister Pham Minh Chinh chaired the fourth meeting of the Government Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06. The meeting was connected online from the Government headquarters to 34 provinces and centrally run cities.

Implementing Resolution 57 of the Politburo, science, technology, innovation and digital transformation have developed strongly. In August 2025, our country reached the "top 10" in the world in terms of fixed internet speed. The online public service system recorded 7.5 million records and the transaction amount reached 1.5 trillion VND in less than 2 months. The data center infrastructure was consolidated with the inauguration of the large-scale National Data Center No. 1 and the modernFPT Fornix data center.

The international fiber optic cable system continues to be expanded. In August 2025, VNPT Group launched the VSTN international land cable system - a completely land-based transmission line, more than 3,900km long, connecting from Da Nang to major data centers in the ASEAN region. This is the first cable line 100% owned by Vietnamese people, helping the operating unit to control the entire process, affirming its autonomy, contributing to minimizing the risk of interruption of international internet connection.

The implementation of Project 06 has brought practical results to people and businesses, contributing to strengthening social management and serving socio-economic development; effectively implementing the operation of two-level local governments; online public services have been increasingly improved, gradually shifting from passive to proactive service to people and businesses based on data. Tax management, electronic invoices, non-cash payments, identification, and electronic authentication have achieved many important results. More than 120 million bank records have been authenticated by chip-embedded citizen identification cards; medical facilities have connected more than 2.5 million electronic medical records.

In An Giang province, 100% of eligible administrative procedures are provided online, integrated on the National Public Service Portal. The rate of online records reached 82.36%, records resolved on time reached 93.88%. The province promotes the application of population data in the fields of banking, health, social insurance, and land; more than 90% of citizens register for electronic identification, over 80% of enterprises and cooperatives have organizational identification accounts. The province allocates 466 billion VND in the 2025 budget for science, technology, innovation and digital transformation; issues digital signatures for specialized public services to more than 10,330 civil servants and public employees of state agencies; 708 organizations in the province, reaching a rate of 100%.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that the database is a very important input and a new resource, and it is necessary to urgently build and complete the database at all levels and sectors by 2025. At the same time, he proposed a motto for action in implementing the task of developing science, technology, innovation, and digital transformation in the coming time with 24 words: Accelerating breakthroughs - Proactively and effectively - Timely synchronization - Interconnection - Safe information - People's enjoyment.

Regarding the goals, the Prime Minister pointed out that the unfinished goals must be completed, and the completed goals must be improved for greater efficiency and quality. Smooth, synchronous, and effective operation of the three-level government from the central to provincial and grassroots levels, from now until the end of 2025 and for 2026.

Prime Minister Pham Minh Chinh clearly stated 6 key tasks, requiring all levels and sectors to be highly determined, make great efforts, and take drastic actions to implement them, without delay, without prolongation, without spreading out, without wasting time, intelligence and resources, taking people and businesses as the center of service. Requiring all ministries, sectors and localities to focus on completing the database for their ministries, sectors and localities with the spirit of "correct, sufficient, clean, alive, unified, shared" from the central to the grassroots level. Complete an open institution, serving development creation, serving the people.

Allocate enough human resources for digital transformation, especially at commune and ward levels. Promote the "Digital Literacy for All" movement, promote the role of community groups "going to every alley, knocking on every door, checking every person" to guide, "eliminate illiteracy" in digital transformation, build digital citizens, promote the development of digital government, digital economy, digital society.
