After 3 days of urgent and serious work with a high sense of responsibility, on the afternoon of September 17, the 20th Provincial Party Congress, term 2025 - 2030, took place successfully. Dear Congress!

After 3 days of urgent and serious work in the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development", promoting a high sense of responsibility towards the Party Committee and people of all ethnic groups in the province, the 20th Provincial Party Congress, term 2025 - 2030, completed all the contents and programs set out and was a great success.

The Congress focused on intelligence, discussed and debated enthusiastically, frankly, democratically and unanimously passed important documents: Political Report; Review Report of the Executive Committee (EC), Standing Committee of the 19th Provincial Party Committee; Resolution of the 20th Provincial Party Congress; Report on the implementation of the socio-economic development plan for the 2021-2025 period and directions and tasks for the 2026-2030 period; Summary report on Party building work and implementation of the Party Charter for the 2020-2025 term of the Provincial Party Committee.

The Congress elected 55 comrades as members of the Provincial Party Committee, term XX, who are qualified in terms of moral qualities, capacity, qualifications, and prestige to shoulder the important responsibilities assigned by the Party Committee and people of the province.

Dear Congress!

The documents adopted at the Congress were built with passion and intelligence, reflecting the "Party's will and the people's heart", and are a profound summary of theory and practice over the past 5 years. The documents summarize and evaluate the implementation of the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress. At the same time, 12 main goals, 3 key programs, 3 breakthrough contents and 6 major orientations were identified as pillars for the development model until 2030, with a vision to 2045.

The Congress demonstrated the unity of will and political determination of the entire Party Committee, cadres, soldiers of the armed forces and people of all ethnic groups in the province with the aspiration to rise up strongly and realize the goal: "Continue to improve the leadership capacity and fighting strength of the Party Committee; promote the strength of great national unity; make the most of special advantages, mobilize all investment resources for key economic sectors, especially border gate economy and tourism, create breakthroughs in the new development stage; strive for a fairly high economic growth rate compared to other provinces in the Northern Midlands and Mountains region. Pay attention to social security, preserve and promote national cultural identity; expand foreign cooperation, ensure national defense and security, firmly protect national border sovereignty ; build Cao Bang to develop rapidly and sustainably, improve people's lives".

The Congress continued to affirm the absolute trust of cadres, party members and people of all ethnic groups in Cao Bang province in the glorious revolutionary cause of the Party, the cause of national renewal and the development of the province in the coming years.

The Congress was conducted seriously, in accordance with the Party Charter, wisely selecting and electing qualified and worthy comrades to the 20th Party Executive Committee. The Congress assigned the responsibility to the 20th Provincial Party Executive Committee to lead the successful implementation of the Congress Resolution that had just been passed. Recognizing the great responsibility before the Party and the people, the 20th Provincial Party Executive Committee vowed to unite wholeheartedly, wholeheartedly and wholeheartedly for the common development of the province, constantly cultivating, training, improving capacity, qualifications, political mettle, and moral qualities following the example of the great President Ho Chi Minh, promoting intelligence, and striving with the entire Party and people to successfully implement the goals and tasks set out in the Congress Resolution.

At this point, we are happy and excited to report to the Politburo, the Central Secretariat; and to the entire Party Committee and people of all ethnic groups in the province: The 20th Provincial Party Congress, term 2025 - 2030, has been a great success.

Dear delegates and the entire Congress!

During the preparation and implementation of the Congress, the Provincial Party Committee received the attention and direct and comprehensive guidance of the Politburo and the Secretariat; the timely and effective guidance and assistance of the Central Committees, ministries and branches; the efforts of Party committees at all levels, the government, the Fatherland Front, socio-political organizations and the attention, support and participation in contributing opinions of all levels, branches, localities, veteran revolutionaries, former provincial leaders of all periods; cadres, party members, intellectuals, soldiers of the armed forces and people of all ethnic groups in the province.

In particular, the Congress was very pleased and honored to have General Luong Tam Quang, Politburo member, Minister of Public Security, on behalf of the Politburo and the Secretariat, attend and give a speech directing the Congress. He commended and acknowledged the efforts, determination, creativity and spirit of daring to think and dare to do; highly appreciated the important achievements that the Party Committee and people of Cao Bang province have achieved in the past term. At the same time, he oriented a number of key tasks that the Provincial Party Committee needs to continue to pay attention to, focus on leadership and direction to successfully implement the goals and tasks for the 2025 - 2030 term. The Congress would like to sincerely thank and seriously accept the comments and directions of General Luong Tam Quang, Politburo member, Minister of Public Security. These are important orientations for the development of the province in the coming years.

The Congress would like to express its deep gratitude to the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, the Vietnam Fatherland Front and the Central ministries, branches and organizations for their regular attention, leadership, direction, monitoring and support to Cao Bang province over the past years.

The Congress would like to express its sincere thanks and deep gratitude to the revolutionary veterans, Vietnamese Heroic Mothers, People's Armed Forces Heroes, Labor Heroes; former provincial leaders of all periods; members of the 19th Party Committee who have ceased to participate in the 20th Party Committee; representatives of the leadership of departments, branches, sectors, the Fatherland Front and socio-political organizations; cadres, party members and people,... who have made many valuable contributions during the preparation and implementation of the Congress. This is a great source of encouragement and motivation for the 20th Provincial Party Congress.

The Congress warmly welcomed and thanked the central and local news agencies and press for sending officials and reporters to attend, report and promptly disseminate information about the Congress.

The success of the 20th Provincial Party Congress is a strong encouragement for the entire Party and people in the province to continue to join hands for the development of the province.

Based on the goals and tasks for the 2025-2030 term as decided by the Congress, I propose that immediately after the Congress, all Party committees and organizations at all levels should focus on disseminating and propagating widely throughout the Party, the people and the army about the results of the Congress; study and thoroughly grasp the Resolution and documents of the Congress. At the same time, promptly develop and deploy programs and plans for the entire term and each year in a specific, realistic and feasible manner suitable to the conditions of each locality and unit, turning the decisions of the Congress into vivid reality in practice.

The Congress called on all cadres, party members, soldiers of the armed forces and people of all ethnic groups in the province to continue to promote the tradition of their homeland and revolutionary roots; uphold the will of self-reliance, enthusiastically compete in studying and working, seize opportunities, overcome challenges, and be determined to successfully implement the Congress Resolution with the spirit that next year must be better than the previous year; the 20th term must be better than the 19th term.
