The fourth meeting of the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06

(laichau.gov.vn) This afternoon (September 24), the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 held its fourth meeting. Prime Minister Pham Minh Chinh - Head of the Government's Steering Committee chaired the meeting. The meeting was held directly at the Government's bridge and was connected online to 34 provinces and centrally-run cities.

Attending the meeting at the Lai Chau provincial branch were Mr. Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee on Science, Technology Development, Innovation, Digital Transformation and Project 06 of the province; representatives of the Standing Committee of the Provincial Party Committee and People's Committee; members of the Steering Committee on Science, Technology Development, Innovation, Digital Transformation and Project 06 of the province; representatives of the leadership of the Provincial People's Committee Office, VNPT Lai Chau, Viettel Lai Chau, Mobifone Lai Chau, Provincial Post Office, Lai Chau Power Company; and representatives of the leadership of specialized departments of relevant agencies and units. The meeting was connected online to the People's Committees of communes and wards.

According to the Report on the Implementation of National Science , Technology, Innovation and Digital Transformation Development Tasks, in accordance with Resolution No. 57-NQ/TW and the Conclusion Notice of the Central Steering Committee, as of September 23, 2025, 270 tasks have been completed and 382 tasks are currently underway.

The Government and the Prime Minister have intensified their leadership and guidance in the development of science, technology, innovation, and digital transformation. The Science, Technology, Innovation, and Digital Transformation Initiative Portal (https://sangkien.gov.vn) has been completed and officially launched in August 2025, allowing login via VNeID and online submission of initiatives. Digital infrastructure has made a leap forward, with both mobile and fixed internet speeds significantly improving, ranking in the top 18 and top 13 globally, respectively. Data center infrastructure has been strengthened with the inauguration of the large-scale National Data Center No. 1 and the modern FPT Fornix data center.

The online public service system recorded 7.5 million applications in less than two months. Local authorities accounted for the majority of online applications, at 73.3%. Regarding the development of national digital platforms, the Ministry of Science and Technology has issued a list of 84 nationwide digital platforms, including those of Party and National Assembly agencies; 21 out of 84 platforms have issued implementation plans.

Regarding the development of a digital society and digital citizens, by the end of August 2025, the total number of digital signature certificates issued increased by 3.4% compared to July 2025. The percentage of the adult population with a digital signature or personal electronic signature reached 36.11%, an increase of 1.2% compared to July 2025.

In Lai Chau province, Party committees at all levels have led, directed, and organized the dissemination, study, and thorough understanding of Resolution No. 57-NQ/TW, ensuring seriousness in accordance with the plan, basically complete in content, following the guidance of the Central Committee and flexibly adapting to local conditions. The management of science and technology tasks has been directed and implemented, achieving many results, promoting the application of science and technology to improve the productivity and quality of crops and livestock in the province; initially building brands for some of the province's specialty products associated with the characteristic products of each district, contributing to increasing the value of goods and expanding the consumer market. Digital transformation has made new strides in both awareness and action, making an important contribution to the socio-economic development, national defense, and security of the province. During the session, delegates focused their discussions on the advantages and disadvantages, and proposed solutions for the development of science, technology, innovation, and digital transformation in ministries, sectors, localities, agencies, and units.

Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee, requested that ministries, sectors, and localities implement their work according to the motto "Accelerate, break through; be proactive, effective; timely, synchronized; interconnected; secure information; and benefit the people." Completed objectives must be achieved with quality; uncompleted objectives must be completed with quality; local governments operate effectively according to the new model; focus on completing the databases of ministries, sectors, and localities in the spirit of "accurate, complete, clean, active, unified, and shared" from the central to local levels.
