The fourth meeting of the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06

(laichau.gov.vn) This afternoon (September 24), the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 held its fourth meeting. Prime Minister Pham Minh Chinh - Head of the Government's Steering Committee chaired the meeting. The meeting was held directly at the Government's bridge and was connected online to 34 provinces and centrally-run cities.

Attending the meeting at the Lai Chau province bridge point were comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 provinces; representative of the Standing Committee of the Provincial People's Committee Party Committee; members of the Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 provinces; representative leaders of the Provincial People's Committee Office, VNPT Lai Chau, Viettel Lai Chau, Mobifone Lai Chau, Provincial Post Office, Lai Chau Electricity Company; representative leaders of specialized departments of relevant agencies and units. The meeting was connected online to the bridge points of the People's Committees of communes and wards.

According to the Report on the implementation of tasks of science , technology development, innovation and national digital transformation, implementation of Resolution No. 57-NQ/TW and the Conclusion Notice of the Central Steering Committee, as of September 23, 2025, 270 tasks have been completed and 382 tasks are being implemented.

The leadership and direction of the Government and the Prime Minister on science, technology, innovation and digital transformation development have been promoted. The Science, Technology, Innovation and Digital Transformation Initiative Portal (https://sangkien.gov.vn) has been completed and officially launched in August 2025, allowing login with VNeID and online submission of initiatives. Digital infrastructure has made great strides, with mobile and fixed Internet speeds both rising sharply, entering the top 18 and top 13 in the world, respectively. Data center infrastructure has been strengthened with the inauguration of the large-scale National Data Center No. 1 and the modern FPT Fornix data center.

The Online Public Service System recorded 7.5 million records in less than two months. Localities are where most of the online records originate, with 73.3%. Regarding the development of national digital platforms, the Ministry of Science and Technology has issued a list of 84 digital platforms deployed nationwide, including digital platforms of Party and National Assembly agencies. 21/84 digital platforms have issued implementation plans.

Regarding the development of digital society and digital citizens, by the end of August 2025, the total number of issued digital signature certificates increased by 3.4% compared to July 2025. The proportion of the adult population with digital signatures or personal electronic signatures reached 36.11%, an increase of 1.2% compared to July 2025.

For Lai Chau province, Party committees at all levels have led, directed, organized propaganda, study and thoroughly implemented Resolution No. 57-NQ/TW to ensure strict compliance with the plan, basically complete in content, following the Central's guidance and flexible in accordance with local conditions. The management of science and technology tasks has directed implementation to achieve many results, promoting the application of science and technology to improve productivity and quality of crops and livestock in the province; initially building brands for some of the province's specialty products associated with typical products of each district, contributing to increasing the value of goods and expanding the consumption market. Digital transformation has had new changes in both awareness and action, making an important contribution to the socio-economic development, national defense and security of the province. Discussing at the meeting, delegates expressed their opinions focusing on advantages and difficulties and proposed solutions for science and technology development, innovation, and digital transformation of ministries, branches, localities, agencies, and units.

Concluding the meeting, Prime Minister Pham Minh Chinh - Head of the Government's Steering Committee requested ministries, branches and localities to carry out their work according to the motto "Accelerate, break through; be proactive, effective; be timely, synchronous; be connected; be information secure; be enjoyed by the people".
